Sign and Seal Rules for Electronic Documents Digital Sign and Seal Electronic Sign and Seal 3rd PartyAdobe Partner 3rd Party Non-Adobe Partner SHA-1 Report: accommodated by ePermit system • Easy and Portable: automated verification by Adobe • Some level of identity verification • EXPENSIVE $$$ • Manual verification:burdensome and time consuming • Not portable • Some have little to no identify verification • Costs to both engineer and County • Free! • Easy! • Secure! • NOT PAPERLESS 

  5. Amendment to Rule 61G15-23.003, FAC • Tightens up digital signature requirements to ensure identity vetting. • For electronic signatures, allows the signed and sealed SHA-1 report to be scanned and sent electronically as long as the original is retained by the engineer for 3 years.

  6. Timeline for Amendment to Rule 61G15-23.003, FAC • July 17, 2013: Approved by FBPE Rules Committee • August 7, 2013: Approved by FBPE • September 9, 2013: Published in Florida Administrative Register. No subsequent comments. • December 10, 2013: Effective
