State and EPA Tools and Strategies for Implementing Performance-Based Programs Assist states in implementing or enhancing their own performance-based program Present an overview of tools such as Performance Partnership Agreements and Grants Provide examples of how to build performance- based programs into grant workplans, and opportunities for funding. Discuss on incentives for program members

  2. What Is Performance Track? • Goal is to continually improve performance • • Work in close collaboration with States • Recognized in EPA-State actions and policies • Incentives are an important motivator • Strive for collaboration with accountability

  3. Where Do We Want to Go? • Expand number and range of members • Increase environmental value • Transform relationships • Improve efficiency • Institutionalize in EPA and State programs

  4. Working with States • MOAs set terms for close collaboration • Annual conference and regular consultation • Advise on application reviews • Joint effort with ECOS

  5. ECOS Report • 20+ states have active state-level performance-based programs (5 under development) • 18 states ranked performance-based programs among their top 10 priorities • Almost half the states interviewed actively promote PT • 10 states had signed MOAs with EPA

Integration Recommendations • Promote Greater Flexibility in Use of EPA Grant Funds By States to Support Performance-Based Programs. • Include recognition of State Performance-Based Programs in EPA Database Systems. • Encourage states to use performance‑based programs to solve a state or regional environmental challenge. • Give top consideration to states’ requests to direct some enforcement resources toward expanding their performance-based program.
