  4. Grading • Who is permit authority? • MOA, City or Borough • What is required? • Permit Application • Signed Grading Plan • How long does it take? • 6 to 8 weeks to obtain permit

  5. Drainage • Who is permit authority? • MOA (Within MOA) • ADEC (Outside MOA) • What is required? • MOA • SWPPP (Project 1 acre or more) • Erosion and Sediment Control Plan • ADEC • SWPPP • Pre- and Post- Drainage Plan • How long does it take? • 6 to 8 weeks to obtain permit

Wetlands/Waterways • Who is permit authority? • MOA • Type C Wetlands • U.S. Army Corp of Engineers • U.S. Fish and Wildlife • What is required? • Permit Application • Fee • Drawings showing the wetlands or work below ordinary high water mark impacts • Calculations • Amount of Fill in Wetlands • Acres of Disturbance • How long does it take? • 8 weeks to 1 year

  13. Other things to Consider • Variance • P&ZC and UDC hearings • Platting • Letters of non-objection • Access and Parking Agreements • Other Agreements (drainage, no-build) If you anticipate what is needed for these items, you won’t be scrambling when the contractor is screaming for a permit!

  14. Permit Process • Submit Required Documentation • Wait for Comments • Address Comments • Resubmit Drawings (if required)

Addressing Comments Check for MOA review comments on-line!http://pas.ci.anchorage.ak.us/pas/permitreports.cfm • How? • In person • By letter • Via email (with caution) Remember: You need the permit # no matter how you address comments! Be Proactive! Don’t wait for architect or contractor to give you the comments to address!

  16. Resubmitting Drawings • Bring sets of revised drawings and (re)submittal form • Check with Agency regarding how many copies • Meet with reviewer • Change drawings out (if applicable) Make sure old drawings are superseded and new drawings are stamped with permit # and date!

  17. Documentation • What should you keep copies of? • Entire submittal package • Review comments generated by Agency • Response to review comments (with documentation) • Sign-offs by reviewers • Drawings, emails, phone conversations regarding comments, resolution and signoff • Copies of revised drawings and specs

  18. Documentation • Send it to project file • Send copies to the client, design team contractor for their use (cc appropriately) Remember to distribute revised drawings and specs!

  19. Keep in Mind • Timelines for required permits, sign-offs, etc. • How permits/sign-offs relate to one another • Lead time for signatures and fees
