ERCOT Anti-Trust Admonition ERCOT strictly prohibits Market Participants and their employees who are participating in ERCOT activities from using their participation in ERCOT activities as a forum for engaging in practices or communications that violate the antitrust laws. Current issues – EDS environment • Credit Issues on submissions have been improved, but some impacts this week • ERCOT is manually pre-populating the Credit data (historical prices, credit limits, and other supporting data) • Some issues experienced with individual QSEs • Issue related to submission of Combined Cycles 3-PSO should be resolved next week • Where submissions between Day-Ahead 7am and start of Adjustment Period at 6pm have experienced errors with credit issues due to Settlement Point mapping issues • Database Connectivity Issue • Yesterday DAM submissions experienced sporadic connectivity issues http://nodal.ercot.com 4

Updates – Documentation • Changes to GetAwardSet (Final XSDs being posted) • XSDs being posted (and emailed to the distribution list) and will be reflected in EIP Spec v1.12 • Target is next Thursay’s DAM (Apr 17) for using this final format of GetAwardSet • Original getAwardSet design had extra fields and very large (Orig API spec) • New getAwardSet is modified to remove extra fields (API 1.12) • New development of separate “GetAwardSet by Award type” in coming weeks (new queries that market will have option of using if getAwardSet is too large or inefficient)- to be reflected in API 1.12 • Since DAM not successfully executed, interim format for getAwardSet was not used, and will probably not be used (native MMS/non-API compliant version to be used from April 2-15) http://nodal.ercot.com 5

Status of DAM EDS4 Initial DAM/RUC 4.9.3 Testing • DAM capabilities to solve on full Network Model and with DAM Submission have progressed substantially • Data submitted for last 3 DAMs has been instrumental in internal work • Work on DAM nearing completion and focus is on Monday migration • Plan to migrate environment to EDS4 DAM and SCED Monday, April 14 • COPs will need to be updated after migration • Submissions for last 3 DAMs have been in Taylor MMS2 and copied to Austin MMS3 • Tuesday migration brings together connectivity of MMS SCED, MMS DAM, MIS, Current Day Reports, Market Manager, API-submission • Plan to move to Week 3 of testing script (allow AS Offers and Credit Limits) • Anticipate first DAM execution with Awards for April 17 (Oper. Day April 18 ) • Thursday Awards compliant API v1.12- XSDs emailed this morning • Market Manager will have screen to view QSE awards • Current Day Reports should be available for system-wide results http://nodal.ercot.com 6

Update on next phase- EDS4 Initial DAM/RUC 4.9.3 Testing Next week we will continue DAM submissions for Initial DAM Execution in compliance with Week 3 Plan • No changes to the supporting data • Use the same Load Forecast and AS obligations as this week • Use same data as last week, with date of 4/16, 4/18 • Bidding Levels (no change): • 80% of Load for April 16 (DAM execution 4/15 for Operating/Trade Day 4/16) • 120% of Load for April 18 (DAM execution 4/17 for Operating/Trade Day 4/18) • Energy Only Offers (and Bids) (no change): • Capped at 50 MW total • Required only for QSEs without Load or Resources • Energy Only Bids must be submitted in same quantity to net out Energy Only Offers http://nodal.ercot.com 7

Update on next phase- EDS4 Initial DAM/RUC 4.9.3 Testing Next week we will continue DAM submissions for Initial DAM Execution (continued) • NEW: AS Offers • All qualified Resources must submit an AS Offer (for both Operating Days, 4/16 and 4/18) • NEW: Self-arrange 50% of AS Obligation • NEW: PTP Obligation Bid strongly encouraged (any reasonable amount, any source/sink, any QSE) • NEW: QSEs may choose to self-select their credit limit • Send an email to eds4@ercot.com containing desired credit limit with the subject line “QSE Credit Limit” • Must be sent by close of business Monday, for the week of April 14 http://nodal.ercot.com 8

Release 8 Update • CRR Auction Invoices • Technical issues with retrieving the html version of the Release 7.3 Auction Invoice on the MIS Certified Area • Xml version of Auction Invoices are available for download DAM Statements and Invoices posted to the Readiness Website: • Sample DAM Statements and Invoices will be posted to Readiness Center on 4/15 for review • Input and output files are presented to support resulting calculations on Statements and Invoices Send notice of intent to submit Verifiable Costs: • QSEs with Resources, please send notice to eds4@ercot.com by 5/1/08 • Include number of units you are intending to submit VC for • All “Standard” items posted to Readiness Center for review • Standard outputs are defined as “a statement, invoice, or extract that is unassociated with any stubbed in data. “ • See appendix slides for all Standard items posted for review • Send acknowledgement of items to eds4@ercot.com – this was due by 4/1/08 Please send these ASAP http://nodal.ercot.com 15

Update on next phase- EDS4 Initial DAM/RUC 4.9.3 Testing • Objectives beginning in April 2008- • QSE submit offers DAM/RUC • ERCOT executes DAM/RUC (in limited manner) • ERCOT posts awards and settlement point prices • Targeting to support out of Austin Control Center (ensure firewalls comply with Appendix) • Schedule- • Run Day-Ahead markets on Tuesday and Thursday each week • Planned first DAM run is 10am on April 3rd • ERCOT system and data preparation still in progress to make April 3 date • Summary of how testing will evolve: • Execution functionality to be taken in steps (crawl > walk > run) • Weeks 1&2 – • Energy-only DAM • No A/S, no RUC, no constraints, no PtP Obligations, no credit limit • Week 3 – • Energy and A/S in DAM • Include self-selected credit limits and PtP Obligations • Weeks 4 & 5 • Execute DAM with constraints on Tuesday, include RUC on Thursday http://nodal.ercot.com 18

Update on next phase- EDS4 Initial DAM/RUC 4.9.3 Testing (con’d) • Reminders below to involve business in building bids and offers ************************ • For testing purposes there will be guard-rails on data, but it will not scripted by ERCOT • So QSE BUSINESS INVOLVEMENT IS CRITICAL for reasonable pricing and business activities • All QSEs (with and without Load and Resources)- • May submit a limited amount of DAM Energy Only Offers and DAM Energy Bids that do not represent actual Resources or Loads (virtual bids and offers) • QSEs can only bid/offer up to 50MW total (later becomes 500MW) • Bids/Offers should net to 0MW total (later allowed to take position of up to 200MW) • It is important that the submitted bids be reasonably priced for producing appropriate prices and results. http://nodal.ercot.com 19

DAM Awards Status of DAM Award Communication (as of 3/21/08) • Due to integration issues, Notifications delivery moving toward mid-May • Query Get AwardSet will conform to a temporary xml schema and will not conform to EIP specification in the beginning. We posted XSD on the Readiness Center. Note that this is an interim measure for first 2 weeks of April. • Awards queries will likely return compressed payloads given the size of the reports • GetAwardSet composed of: • AwardedEnergyOffer • AwardedEnergyOnlyOffer • AwardedEnergyBid • AwardedAS • AwardedCRR • AwardedPTPObligation • Awards to be available via Market Manager (display of GetAwardSet) http://nodal.ercot.com 23
