Cambodia/UNDP/UNEP Partnership Initiative “Cambodia/UNDP/UNEP Partnership Initiative: Mainstreaming Sound Management of Chemicals Issues into MDG-Based National Development Planning” Background: The Management of Chemicals is a priority area of concern and will need to be addressed in order to protect human health, the environmentand a country’s economy Chemicals Management Capacity: Cambodia is in a position to use the findings of its previous work in this area to draw up a strategic plan for chemicals management that effectively meets the needs identified and fills the gaps that exist

Project Objective Project Objective: Develop a plan of action for mainstreaming of national priorities relative to the Sound Management of Chemicals into Cambodia’s national development plans and programmes to reach the objectives of SAICM. Sound Management of Chemicals: Application of best management practices throughout the life cycle of chemicals to minimize, and where feasible eliminate, the potential for exposure of people and the environment to toxic and hazardous chemicals

  5. Why? What is mainstreaming? And why? What is Mainstreaming? A strategy for translating health and environmental effects of inadequacies in management of chemicals into a language that is being understood by development and finance ministries. • Recognition that in order to advance the sound management of chemicals – much stronger links with the development planning processes need to be established • To ensure a broader financial basis for sound management of chemicals

Identify specific areas of chemicals management which are likely to result in concrete environment, health and economic benefits and put in place a plan to begin addressing the identified gaps; • Assess their national development strategies relative to protecting the environment and human health from adverse effects through sound management of chemicals, and, • Improve where relevant the integration of chemicals management priorities into the national development discourse and planning agenda. UNDP/UNEP Partnership Initiative In 2006 UNDP/UNEP developed a partnership initiative to assist countries to:

Comparative Advantages UNDP & UNEP The partnership draws on the unique support services of UNDP and UNEP: • UNDP Support Services • Capacity development • Integrated policy design • Support to MDG-based national development assessment and investment planning processes • Implementation guidance at the country level • UNEP Support Services • Normative Development • Technical assessment and analysis • Established collaborative arrangements with relevant IGOs for SMC • Piloting of innovative approaches – such as UNEP-WHO Health and Environment Linkages Initiative (HELI) • Science-based guidance and knowledge services

Basis of UNDP-UNEP Partnership Initiative Guidance UNDP’s mandate: • Promote the sound management of chemicals as an important component of the global poverty reduction effort • Advocate the need to integrate chemicals management priorities into national development plans and strategies • Identify additional necessary resources/funding to improve a country’s chemicals management “UNDP Technical Guide for Mainstreaming the Sound Management of Chemicals in MDG-based policies and plans – manual that identifies and describes the steps that lead to mainstreaming”

Basis of UNDP-UNEP Partnership Initiative Guidance UNEP’s mandate: • Support Governments to take action for the sound management of chemicals through development of guidance on technical issues and the building of legal and institutional frameworks • Build capacity for safe production, use and handling of chemicals as well as promote the exchange of information on chemicals “UNEP-WHO Health and Environment Linkages Initiative (HELI) experience which promotes a pro-active, inter-sectoral approach to decision making plus access to resources in the area of Health & Environment and decision making tools”

Implementation of the partnership initiative • Countries identified for implementation: • Belarus, Macedonia, Uganda, Belize, Ecuador based on funding from the SAICM Quick Start Programme Trust fund; • Cambodia and Zambia based on funding from the Swedish Government • Implementation will commence in those countries end 2007/beginning 2008
