Background Question raised in relation to charging for embedded transmission networks (OFTOs) (DCMF, 15/01/2010) Offshore transmission networks are defined as lines rated at 132kV and above, so it is possible that they could connect to a DNO, in England and Wales This paper and presentation sets up the DNO’s current thinking energynetworks.org 2

DUoS charging implications Proposal under EDCM: If the User’s connection to the DNO’s network can be classed as an Embedded Network serving identifiable end users, then a portfolio tariff applies Each generator will be modelled separately and a marginal cost determined under FCP or LRIC energynetworks.org 3

Charging considerations Charge (credit) calculated refers to the offshore generator -> it should be passed through by the embedded network to achieve the objectives of the EDCM For OFTOS, the framework allows this: the GBSO’s UoS Charging Methodology establishes that “ETUoS” charges are passed to the generators Note: if more than one generator, “allocation” is currently by TECs. However, under portfolio it can be passed through directly. Change to GBSO’s methodology? For distribution offshore networks, the same rationale and methodology applies.
