Terms of Reference DISSEMINATE REVIEW EMPOWER • Identify Short, Medium and Long term activities for Support Services Sub Committee. • Design performance indicators/output for Support Services that will ensure continuous improvement in service delivery. • Identify responsible Units/officers to implement the changes. • Establish human and non resources implications of the proposed recommendations • Develop monitoring and evaluation mechanisms. • Establish a base line for Support Services with the units.

Process Areas • Finance Dept to Provide clear plan of devolution of financial powers to Colleges • New Finance Policy needed there are several pending approval • Financial Management • Bursar’s Office • Central • Colleges • Procurement • Micro- procurement • Open Domestic or Open International Bidding • Restricted Domestic Bidding • Key Steps In The Procurement Processes • Need to build confidence to the User Units • Need for Budget Sub-Committee with all TOR • CMC to ensure Colleges have realistic budgets • ROLE OF THE SUB COMMITTEE • Sensitisation of Academic & Admin staff from Colleges • Dissemination of the Financial Manual and guidelines • Developing M& E tools • Compile workshop report for the sensitization of staff

  6. Human Resource To ensure that the URAFR recommendations are followed. Sensitization of all Staff on HR manual (Pilot Colleges to start) Develop M & E tools to ensure adherence 6 Policies pending approval are approved Sensitization on the Core values of Makerere emphasized • Policy on Recruitment Enacted • All HR process under AR moved to HRD • HRD develop a feasible staff appraisal mechanisms • Staff Welfare policy developed and approved as soon as possible • Housing Policy Developed • Retirement packages studied and presented to stakeholders • HRD puts in place programme for preparation of staff retirement

ESTATES Council & Management is informed about the inventory of assets Stronger Linkage exists between PDU, Estates and DVC (F& A) The recommended policies are developed and approved • Ensure Transport and Land management policies are developed and approved as soon as possible. • Estates Department to submit a comprehensive register of all University assets by end of 2011 • Estates department to submit to CMC a comprehensive inventory of all University lands, by end of 2011 • Estates Department to conduct an inventory of all assets due for disposal by 1st July 2011 and ensure their disposal by 2011 • Develop a construction & Maintenance policy • Develop policy on environment & heritage mgt

ICT Identify users for the Training of Trainers(ToT) workshop for the upgraded Financial System Conduct a non-residential Training of Trainers workshop on the new financial management system • Finance Department to submit work plan towards and ensure an effective FINIS is in place by end of 2012 • follow up the work plan by DICTS for development of an integrated MIS by end of 2012

  9. Students Approval of pending policies Colleges have a specific office in charge of student affairs. Attention given to students with disabilities Develop M& E tools for students welfare More attention on empowering University Hospital Work with process owner on Transport, Recreation and Counselling Dean of Students to develop and follow up • approval of a student welfare policy • publish clear guidelines on student accommodation, including on the website • to publish widely guidelines for Guild elections under the new constitution • to publish procedure for establishment of student associations
