  4. 410th COR Training Definition • Recruitment, transportation, transfer, harboring or receipt of persons by means of threat, use of force, coercion, abduction, fraud, deception, abuse or exploitation

  5. 410th COR Training FAR 52.222-50 • Sex trafficking (sex act induced by force, fraud, or coercion, or person induced is a minor; or • Use of force, fraud, or coercion for the purpose of subjection to involuntary servitude, peonage, debt bondage, or slavery

  6. 410th COR Training Examples • Buying/selling human beings • Patronizing forced prostitutes or forced labor establishments • Involuntarily holding an employee’s passport • Confining employees to disciplinary bunker, providing only MREs and water

  7. 410th COR Training Why Do You Care? • US Policy: Zero Tolerance • Contractor required to notify employees of US policy • KO required to notify Combatant Commander through local Commander or other designated representative • As COR, you should notify KO

  8. 410th COR Training Why Do You Care? (cont’d) • UCMJ Article 134: Conduct prejudicial to good order and discipline or service-discrediting (e.g., patronizing a prostitute) • MEJA: DoD Civilians/Civilian Contractors are governed by US law even when operating in other regions of the world
