Rule 912 Statewide Requirements • Rule 912.a. states, “The unnecessary or excessive venting or flaring of natural gas produced from a well is prohibited.” • COGCC engineering staff determines volumes and flow rates that are considered “excessive” on a case-by-case basis. • Cement remediation may be required by COGCC engineering staff if we determine that volumes and flow rates are excessive.

  3. Rule 912 Statewide Requirements(continued) • Rule 912.b. requires prior venting approval on a Sundry Notice, Form 4, except for gas flared or vented during an upset condition, well maintenance, well stimulation flowback, purging operations, or a productivity test. • The Sundry Notice shall indicate whether the gas contains more than one (1) ppm of hydrogen sulfide. COGCC may require that the gas is flared.

  4. Rule 912 Statewide Requirements(continued) • Rule 912.c. requires that flared or vented gas volumes are reported on an Operator's Monthly Production Report, Form 7. • Rule 912.e. states, “Operators shall notify the local emergency dispatch or the local governmental designee of any natural gas flaring…”

  5. Bradenhead Monitoring AreaGarfield and Mesa Counties • Established on September 20, 2004 by Commission Order Numbers 1-107, 139-56 (Rulison Field), 191-22 (Mamm Creek Field), and 369-2 (Buzzard Creek Field). • Orders apply to all wells within the geographic extent of the Bradenhead Monitoring area, which includes Townships 6 through 9 South and Ranges 91 through 93 West.

Bradenhead Monitoring AreaGarfield and Mesa Counties(continued) • Equip the bradenhead access and any intermediate/production casing annulus, with above-ground valves to allow safe and convenient determination of pressure and fluid flow. • Test all wells for pressure and flow on an annual basis, with results submitted to COGCC engineering no later than November 1 of each calendar year.

  7. Bradenhead Monitoring AreaGarfield and Mesa Counties(continued) • Notify COGCC engineering staff a minimum of ten (10) days prior to monitoring to allow COGCC staff to witness testing on a random basis. • Notify COGCC engineering staff and complete a Bradenhead Test Report, Form 17, if bradenhead pressures greater than one hundred fifty (150) psig or a continuous flow of liquid at any pressure are observed.

Bradenhead Monitoring AreaGarfield and Mesa Counties(continued) • Mitigation (venting) or remediation (cementing) options will be considered for approval by COGCC engineering staff when bradenheadpressures greater than one hundred fifty (150) psig or a continuous flow of liquid at any pressure are observed. • Form 17’s should be submitted with the operator’s annual report by November 1 of each calendar year.
