  4. The need Information sharing is essential to enable frontline staff working with vulnerable and at risk children to make informed assessments; to identify emerging problems and bring together services sooner across agencies to support children and families when and where they need it.

  7. How CP-IS works

  8. To build a complete picture Social care Child protection information entered into social care IT systems is automatically submitted to and held securely on the NHS Spine. Health If a child visits unscheduled care, medical staff will see a Child Protection Information Sharing alert flag on their screen if the child is subject to a CPP, is a looked after child, or an unborn child with a CPP. Social care The local authority system receives an alert the same day letting them know that the child’s record has been viewed including the name of the healthcare worker and organisation that accessed it. Health Clicking on the Child Protection-Information Sharing tab, they can see previous views of the data in unscheduled care settings. Also contact details of the local authority responsible for the Child Protection or Looked After status.

Subject to Child Protection Plan (CPP), classed as Looked After Children (LAC) (i.e. full and interim care orders or voluntary care agreements) and Pre Birth Protection Plan • NHS Number (Primary Identifier) • Local Authority Name • Local Authority Code • Local Authority Emergency Duty Team Telephone Number • Local Authority Office Hours Telephone Number • Child Protection Plan Start Date • Child Protection Plan End Date • Looked After Child Start Date • Looked After Child End Date • Unborn Child Protection Plan Start Date • Unborn Child Protection Plan End Date

CP-IS Mandate - NHS NHS Standards Contract Endorsement by the CQC The Designated Professionals Safeguarding Children guidance has been produced to support in ensuring the addition of Child Protection Information Sharing (CP-IS) in the NHS Standard Contract 2017/18 to 2018/19 is promoted and the system is implemented. SC32.8 of the contract refers directly to CP-IS stating that "The Provider must co-operate fully and liaise appropriately with third party providers of social care services in relation to, and must itself take all reasonable steps towards, the implementation of the Child Protection Information Sharing Project." (NHS Standard Contract, 2017/18 to 2018/19, page 35)

Benefits for children Early detection: Child Protection Information Sharing improves the assessment of 120,000 vulnerable or at risk children in England and enables earlier intervention to prevent ongoing abuse or neglect. Closes the information gap: Child Protection Information Sharing builds a picture of a child’s attendance at unscheduled care settings across their local and regional boundaries. Reducing the risks & breaking the cycle: a Child Protection Information Sharing alert with relevant information and contact details to care teams and clinicians to promote working together to focus on the needs of the child and prevent further abuse or harm. Enabling conversations! Better use of resource: less time is spent searching for and providing information, freeing up resources to apply elsewhere.

  26. View CP-IS Up to the last 25 previous views of the child’s CP-IS information is listed here • Upon clicking the Child Care Alert tab, the patients Child Protection Information is displayed. If there are multiple plans present these will be presented in list form. • All previous views of the Child Protection Information are logged and displayed to the current viewer. • From this screen Users can print the displayed Child Protection Information.

Current National Position (Data as at 18th September 2017) • 44% of Local Authorities Live 67/152 • 90,198 Total unique children on CP-IS • 46,687 Child Protection Plans • 43,068 Looked After Children • 443 Unborn Child Protection Plans • 67 NHS Trusts live (25%), (225 individual settings: 19%)

Current South West Position (Data as at 18th September 2017) • 39% of Local Authorities are live = 7/18 • (Somerset and North Somerset LA’s to be live by the end of Sept = 50% Live) • Reasons for delays; • Some LA’s are currently moving system suppliers • Some LA’s do not have an accredited system supplier / Upgrade too costly • Lack of funding / other projects taking priority / Ofsted visits • 23% of NHS Trusts live = 17/75 (53 individual settings: 15%) • Reasons for delays; • Some NHS Trusts which to go down the integrated route but their clinical system supplier has not been accredited • Technical Solution available now in the form of SCRa but some Trusts are reluctant to use a separate system
