  2. ASEAN และ ACCSQ • เขตการค้าเสรีอาเซียน(ASEAN Free Trade Area - AFTA) • คณะกรรมการที่ปรึกษาด้านมาตรฐานและคุณภาพของอาเซียน พ.ศ.2535

  3. TOR ของ ACCSQ คณะกรรมการที่ปรึกษาด้านมาตรฐานและคุณภาพของอาเซียน • อำนวยความสะดวกในการรวมกลุ่มเศรษฐกิจของอาเซียน โดยการลดอุปสรรคทางเทคนิคต่อการค้า (TBT) ที่เกิดจากมาตรฐาน กฎระเบียบ ทางเทคนิค และการตรวจสอบรับรอง • ให้ข้อมูล/ข้อเสนอแนะด้านมาตรฐานและการรับรองในการเจรจา FTA ของอาเซียนเมื่อมีความจำเป็น • เป็นเวทีให้หน่วยงานที่เกี่ยวข้องหารือในเรื่องมาตรฐาน กฎระเบียบทางเทคนิค และการตรวจสอบรับรอง

  4. กิจกรรมภายใต้กรอบ ACCSQ 1. การปรับมาตรฐานและกฎระเบียบทางเทคนิค (Harmonization of standards and Technical Regulations) 2. การจัดทำความตกลงการยอมรับร่วม (Mutual Recognition Arrangement – MRA) 3. การจัดทำระบบด้านกฎระเบียบให้เป็นหนึ่งเดียว (Single Regulatory Regime) 4. ความร่วมมือกับประเทศคู่เจรจา (Dialogue Partners Cooperation)

ACCSQ WG2 Scope of Activities: i. สร้างขีดความสามารถให้ AB ในประเทศสมาชิก ASEAN ได้รับการยอมรับร่วมในระดับภูมิภาค และระดับระหว่างประเทศ ii. ส่งเสริมให้ CABs ใน ประเทศสมาชิก ASEAN มีความสามารถเพื่อสร้างเสริมกลไกการยอมรับร่วมของผลการทดสอบ และใบรับรอง iii. ให้ความช่วยเหลือเกี่ยวกับ accreditation และ conformity assessment iv. ติดตามการทำงานของ CB ภายใน ASEAN

  11. ACCSQ WG2 Activities 1. Technical Assistance and capacity Building With support from ASEAN partners such as PTB (Germany), US and EU, UNIDO, provides technical assistance and capacity building projects for CLM (Cambodia, Lao PDR and Myanmar) to set up national accreditation body – Attachment training, training on accreditation standards, funding to attend international meeting and for their local labs to be accredited by other ABs (such as those ABs in ASEAN)

ACCSQ WG2 Activities 2.เครื่องหมายรับรองอาเซียน (ASEAN Conformity Mark) เครื่องหมายที่แสดงบนผลิตภัณฑ์ที่มีคุณลักษณะสอดคล้องกับ กฎระเบียบที่ปรับเข้าหากันของประเทศสมาชิกอาเซียน(ASEAN Harmonized Regulatory Regimes) จัดทำข้อแนะนำทางวิชาการเกี่ยวกับเครื่องหมายรับรองอาเซียน เพื่อเป็นแนวทางให้กับคณะทำงานผลิตภัณฑ์รายสาขา (Product Working group)เลือกใช้ตามความเหมาะสมของผลิตภัณฑ์

  13. ACCSQ WG2 Activities 3. จัดทำนโยบายด้านการตรวจสอบและรับรองใน อาเซียน เช่น • การยอมรับผลการตรวจสอบและรับรองจากหน่วยตรวจสอบและรับรอง นอกอาเซียน • การรับรองระบบงานข้ามประเทศในอาเซียน (Cross Frontier Accreditation) • ฯลฯ

  15. New work items • Development of the ASEAN Marking Scheme and related modules to support its implementation; • Review of the ASEAN Framework Agreement on MRAs  and Sectoral MRAs; • Development of Post Market Surveillance policies and product liability mechanisms; • Development of policies for acceptance of conformity assessment results  outside ASEAN; • Development of guidelines to supplement the existing ILAC/IAF cross-frontier policy on accreditation in ASEANand • Development of guidelines for the implementation of the approaches for accreditation and conformity assessment in ASEAN, as necessary.

Future Direction • WG2-PWG Liaison mechanism • Closer Cooperation among ASEAN NAB (ASEAN accreditation policy) • Increase Cooperation between ASEAN Regulators and NAB (ASEAN RB-NAB Dialogue/Forum – emphasize the importance of accredited CA results) • Narrowing CA Technical Infrastructure GAP in member states (CLM countries) • ASEAN Conformity Assessment Network (RB-NAB-CAB-ORG for Conformity Assessment Information)
