Because they were technically ships they had to obey the Law of the Sea If you attack a civilian vessel you must give warning Give time for the crew to get into life vessels Call in the position so that the crew can be rescued

  8. Atlantic Ocean Unrestricted Submarine Warfare (1915-1917) Did not follow rules Germans used U-Boats (subs) to starve out the British. Sunk neutral ships as well and angered the US. U-Boat sunk 3,000 ships in 1917 alone.
