  4. How do we accomplish the mission statement? • By the use of robust Policies and the provision of A&G by Subject Matter Experts utilising various Standards. • Including for ATS, IEEE 1641 and the ATML family of standards 4

MoD Policy • MoD Policy for Automatic Test Systems, has for the past 4 years required that TPS information use the IEEE 1641 Standard to specify the signals in TSF libraries and encode (at present) the 1641 signals into some COTS carrier language. • Successful investigations and demonstrations have been funded to prove the transportability of 1641 across various platforms; with a major output being ATML Test Results to enable comparison. • Recent work has seen the production of SigBase onto the Teradyne system at DSG Sealand with its associated ATML standards 5

Where is the Policy published? • ATS Policy is in JSP 886 - The Defence Logistics Support Chain Manual • MOD’s Acquisition Operating Framework (AOF) hosted on the DE&S website contains GP2.4 (Test and Measurement) within the Support Solutions Envelope (the guiding document to which Project Teams must adhere to bring equipment into service) 6

Some key aspects that Project Teams are to consider • PTs are to: • Consider the use of existing in service ATS systems with, if necessary, the purchase of new Test Programme Sets (TPS) and/or equipment modules to satisfy new test requirements. • ATML Test Station, Instrument Description and Test adaptor will assist in defining and determining if existing solutions are viable. • Use COTS equipment and software within open system architecture ATS. • ATML supports modular software architectures based upon a framework that supports reusable software products • New requirements shall be specified in terms of an open system architecture ATS and IEEE 1641 Signal Test Definition (STD) standard shall be used. • Key ATML standards already incorporate IEEE 1641 within them 7

Future work • Top level Policy is being rewritten as I speak for publication in JSP 886 Vol 7 part 8.06 • In support of this, a new part to DEFSTAN 66-31 is being produced based on Open System Architecture. • This will be part 8 and will incorporate all relevant standards to produce an ATE and TPS • ATML and its family of standards are key to the OSA approach 8

ATML Objectives • Facilitate the communication, sharing, and reuse of product design and test information for the purpose of testing the product. • Facilitate TPS portability and interoperability. • Facilitate instrument interchangeability. • Facilitate the development, integration, and use of test software and test software development tools. • Support the application of integrated diagnostics. • Support modular software architectures based upon a framework that supports reusable software products • All requirements of an OSA approach 9

  10. Current MoD Policy is to mandate the use of 1641 signals with ATE systems. The use of ATML not only supports that policy but provides a new format in line with our Open System Architecture approach that makes the transition from proprietary solutions to OSA a feasible and attractive proposition • The integrated approach of ATML files, provide exciting possibilities for the future, with common formats suitable for HUMS type collection and comparison across test platforms. (further investigation is required) 10

Summary • MoD Policy calls for the use of IEEE 1641 • ATML inherently uses 1641 • ATML is included and actively promoted in the emerging OSA - DEFSTAN 66-31 part 8 • ATML&1641 provide a means to support exit strategies via common information exchange • It is proposed that MoD will mandate tools and systems that support DEFSTAN 66-31 part 8 - OSA 11

  12. Conclusion • MOD remains committed to international standards • Continues to support standards development • Continues to encourage development of tools • Objective is long-term, cost-effective support solutions for all UK defence services 12
