Establish Performance Targets • Transit Agencies (FTA Grantees) • To establish SGR performance targets not later than 3 months after TAM Rule • To establish Safety performance targets 1 year after Final Safety Rule • States to establish performance targets not later than 1 year after 150(c) measures established

Transit Asset Management49 U.S.C. 5326 • Requires FTA to establish National Transit Asset Management System through rulemaking process: • Define state of good repair (SGR) • Establish SGR performance measures • Recipients and subrecipients implement transit asset management plans • Report to the NTDasset inventory data • FTA shall provide technical assistance

SGR Performance Measures • FTA must define SGR with objective standards for measuring conditions, and establish a performance measure • Each recipient sets their own target within 3 months of FTA establishing the measure: • No reward for making a target • No penalty for missing a target • Annual Report: • System condition and any change since last report • SGR performance targets • Progress towards meeting SGR targets

Transit Asset Management Plans • Recipients and subrecipients must develop a TAM Plan • FTA plans targeted, risk-based oversight of TAM Plan certifications • FTA plans to minimize impacts on small grantees TAM Plan Requirements: • Asset inventory with condition assessments • Investment prioritization • Certification by the recipient to FTA

NTD Asset Inventory Module • Expand NTD Reporting of Asset Inventory Data • Vehicles already reported, plan to include other assets • NTD reporting requirements will be handled separately from the rule-making • Likely separate notices for urban and rural • Pre-pilot conducted in 2012 • Minimize reporting burden • Focus on essential data needed by FTA

  15. Technical Assistance • Two statutory requirements: • Decision support tool for investment prioritization • Analytical process for capital investment needs (TERM-Lite) • Transit Asset Management Guide • Reports from TAM pilot projects • More to come!

Public Transportation Safety Program49 U.S.C. 5329 • Authorizes FTA to oversee safety of public transportation • Safety framework to include: • Safety performance criteria for all modes • Vehicle safety performance standards • Public transportation safety certificate training program • Public transit agency safety plans • State safety oversight program

Public Transportation Safety Program49 U.S.C. 5329 National Public Transportation Safety Plan • Requires FTA to create and implement plan • Requires plan to include • Safety performance criteria for all public transportation modes • Definition of State of Good Repair established under 5326 • Minimum performance safety standards for transit vehicles not regulated by other DOT modes

Public Transportation Safety Program49 U.S.C. 5329 Public Transportation Agency Safety Plan • All FTA recipients must develop and update annually a board-approved plan • Plan must include: • Strategies for identifying safety risks • Strategies for minimizing exposure to hazards • Performance targets based on safety performance criteria and state of good repair standards • Establish Safety performance targets 1 year after Final Safety Rule • Comprehensive staff training program • Assignment of trained safety officer who reports to CEO

Public Transportation Safety Program49 U.S.C. 5329 Public Transportation Agency Safety Plan • 5311 Recipients • Plan may be drafted and certified by either recipient or State • 5307 Recipients: Small Providers/Systems • FTA will designate small providers/systems that may have plan drafted and certified by State

State and Nonmetropolitan Transportation Planning ( 49 U.S.C. 5304) • Requires States to: • Establish performance targets in coordination with MPOs not later than 1 year after 150(c) performance measures established • Establish public transportation performance targets in coordination with providers of public transportation in areas with no MPO • Integrate performance based plans into statewide transportation planning process • Use performance measures and targets to develop plans, programs and investment priorities • Describe performance measures, targets and system performance in statewide transportation plan • Link investment priorities in STIP to performance targets

Metropolitan Transportation Planning49 U.S.C. 5303 • Requires MPOs to: • Establish performance targets within 180 days after State and public transportation providers establish performance targets • Coordinate with providers of public transportation to select SGR and safety targets • Coordinate with State to select 150(c) targets • Integrate performance based plans into metropolitan transportation planning process • Describe performance measuresand targets used to assess system performance in the metropolitan transportation plan • Report on progress in meeting performance targets in metro plan • Demonstrate link between investment priorities and performance targets in TIP

MAP-21 Performance Management ProvisionsNext Steps • FTA will publish an Advanced Notices of Proposed Rulemakings on Transit Asset Management and Safety • FHWA and FTA will jointly publish a Notice of Proposed Rulemaking on Metropolitan and Statewide Planning • FHWA will publish three Notice of Proposed Rulemakings on the 150(c) Performance Measures • Safety • Pavement and Bridge Conditions • Congestion Mitigation, Mobile Sources, Reliability of the NHS/Interstate Highway Systems • Effective date of Federal Performance Management Provisions is Spring 2015
