Workforce Development • Exe Order 13801: Expanding Apprenticeship in America ($150M) • NOTICE OF AVAILABILITY OF FUNDS AND FUNDING OPPORTUNITY ANNOUNCEMENT FOR: Scaling Apprenticeship Through Sector-Based Strategies • Apprenticeships provide affordable paths to good jobs and careers • Increase the number of apprentices in the nation across all industries • Directs the Federal government to “promote apprenticeships and effective workforce development programs” • Encourages trade and industry groups, employers, educational institutions, unions, joint labor-management organizations, and other third parties to collaborateand create new apprenticeship solutions

Threats • Cyber threats represent a new, and perhaps more deadly set of weapons of mass destruction • “Hyperwar” U.S. Naval Institute’s Proceedings Magazine – the use of artificial intelligence in cyber warfare that requires near instantaneous responses. • FBI’s national announcement of a Russian cyber attack against business and home routers • The cybersecurity knowledge and skills are no longer distinct from the essential skill sets for the modern day workers

National Integrated Cyber Education Research Center (NICERC) • The product of The Cyber Innovation Center (CIC) located in Bossier City, LA. • NICERC is the academic outreach division of the CIC funded by grants from the U.S. Department of Homeland Security (DHS) • Develops and distributes scalable educational materials for teaching the next-generation of a cyber-literate workforce.  • The lead technical institution for DHS’s Cybersecurity Educational efforts

Cyber Course Integration Recommendations • Require STEM Explore Discover Apply (EDA) at 6th, 7th and 8th Grades • Require Cyber Literacy, Science and Society, Physics and Advanced Math at 9th, 10th, 11th and 12th grades • Pre-requisites require completion of STEM EDA in 6th, 7th and 8th grades • Teachers and Administrators must have completed cyber training coursework

Program Goals and Objectives Goals • Develop / enhance cyber security workforce • Create cyber security pipeline into colleges and universities Objectives • Integrate cyber security into cadet curriculum at Franklin Military Academy • Use already developed NICERC subject matter to enhance the JROTC curriculum • Encourage cadets to choose cyber security profession • Start academy program in the 2020 school year • Solicit a partnership with industry that results in a cyber lab for FMA
