UV Load Shedding vs RAS • NERC is writing a new UVLS standard and proposing a (first ever) definition for UVLS • Automatic UVLS Program – A coordinated automatic load shedding program consisting of distributed controls or relays that protects the Bulk-Power System (BPS) from the potential effects of severe undervoltage conditions. The following are excluded: • Centrally-controlled or centrally-armed UVLS controls or relays • UVLS controls or relays that are used to address localized undervoltage conditions that would not adversely affect the BPS

  12. UV Load Shedding vs RAS UVLS definition reasonably parallels the UFLS definition—essentially each site operates independently of other sites. Some present UVLS schemes under the first “exclusion” bullet may need to be re-classified as SPS/RAS.

  13. NERC SPS/RAS Standards NERC’s 2014-16 Standards Work Plan does not include writing new SPS/RAS standards. IEEE PSRC Working Group has begun work on a Guide (lowest “Standard” level within IEEE) covering similar material. This work should be well along by the time NERC officially begins their Standard writing effort.
