Background • OPCs used SPP Satcomm and IMDES dedicated circuits for data exchange • NAVAF Cooperation added high speed ATM WAN for Navy/AF data exchange • ATM extended to support SPP and OPCs IMDES network exchanges • ATM WAN spans SPP, IMDES, and bi-lateral data exchange; no formal tracking body exisited • AI from COPC to formalize ATM management and planning

Initial JAG Meeting • Initial JAG meeting with CSAB 25-26 Sep 01 • Discussion Topics • Membership, Terms of Reference (TOR) and reporting relationship • How do we assess health of the ATM network? • How do we do capacity planning? • Strategy to develop plans of action to access ongoing health/performance of system, capacity planning, backup capabilities • JAG directions to take in near/far term

Action Items Generated • AI 2001-1.1: Develop performance tracking, security risks, and capacity planning metrics and supporting processes • AI 2001-1.2: Review backup capabilities/shortfalls within the ATM network • AI 2001-1.3: Determine implications of DoD/DoC Infocon procedures on operation of ATM network • AI 2001-1.4: Prepare Terms of Reference (TOR) • AI 2001-1.5: Appoint members and alternates

Summary • JAG for Centralized Communications Management formed; reports to CSAB/COPC • JAG has DoD and NOAA Co-Chairs • JAG will meet at least once annually in conjunction with CSAB • Initial year will meet in person with each CSAB • Formal report to COPC each spring meeting • AIs to develop TOR, performance tracking, security risks, capacity planning metrics, and supporting processes
