Revenue Issues • MDOT’s FY2009-2013 Five Year Transportation Program laid out a challenging revenue picture • MDOT will begin development of the 2010-2014 Five Year Program in September • First step in the process is to develop revenue estimates • Revenue picture is NOT better • The Highway Program will provide “full” and “reduced” options for their 5-year plan

Reduced Passenger Transportation Program • Passenger transportation already reduced • Capital match is $12 million lower than in 2000 • Operating assistance is over 10% less than in 2000 • The regional program has no funding • Intercity terminals reduced from $1M to $150,000 • Shortfall of state revenues • Based on average annual need of the 5-year program local transit has a $234 million shortfall and passenger rail has a $7.5 million shortfall • Short Term Fixes • Adjustments made annually • Toll Revenue Credits • Extending Bond Revenue Drawdown • A full passenger program, i.e., preservation of the existing system and any expansion, dependent on additional revenues
