BASIC PREQUALIFICATIONS • Analyses of related national apprenticeships • Apprenticeship recognition by all JAA Member States
TYPE TRAINING/PRACTICAL TRAINING • Momentarily status given by Authorities demonstrated by an actual example: • Austrian wanted to buy B767 Cat B2 type training (knowledge and practical) • Austrian intended to buy the JAR-147 approved Practical Part from another Training Organisation BUT
TYPE TRAINING/PRACTICAL TRAINING For JAR-147 Training Organisations it is not allowed to issue a JAR-147 certificate for practical training only
TYPE TRAINING/PRACTICAL TRAINING Momentarily status given by Authorities: A...Knowledge Part B...Practical Part C...Whole Course (Knowledge- and Practical Part) A+B=Ctrue C - B = Atrue but C - A = Bfalse ???
TYPE TRAINING/PRACTICAL TRAINING So now what to do ??? • Definition of “Minimum Mandatory Tasks” for Practical Training • The “Master Parameter” should not be the duration but the content • Standardization of all Practical Training under JAR/ECAR (PART)-147 criteria • Avoidance of the need of two separate responsible organisations (147-MTO and 145-MO) • “Case by case” review by authority after approved training is not necessary
TYPE TRAINING/PRACTICAL TRAINING The goal should be: • After satisfactorily completion of such an approved “complete” training course (even performed in different training organisations) the issue of an Aircraft Maintenance License should be no problem • The 145-MO should “work in front” and the 147-MTO should “train” primarily
BASIC EXAMINATION QUESTIONNAIRE • Publication of the official Questionnaire by the Authority • Prequalification Matrix published by the Authority
CONCLUSION • The goal is excellent competence of the student guaranteed by an Approved Training Organisation independent of their location and nationality.
