  4. Federal law: (1) This order may be cited as the Environmental Quality (Declared Activities) (Open Burning) Order 2003.(2) This Order comes into operation on 1 January 2004. The Federal Order declares various types of open burning as not being open burning, but all exemptions state that burning can not carried out at any peat soil area. The Federal Order allows oil palm smallholders to burn under some soft terms and conditions.
