Main Substation • Main substation ~ 80% complete • 69kV Tower Work ~90% complete • Included 69kV bus mods, new insulators, new switches, new fuses • To be done - Installation & wiring of Potential Transformer • 69kV Breaker ~ 80% complete • Break installed • To be done – secondary wiring and testing • Main transformer ~ 90% complete • One radiator needs to be replaced, damaged during shipment • One weld needs to be repaired • Oil needs to be processed into tank • Balance of testing to be done, winding ratios and bushing tests have been done • Controls and instrumentation to be wired

Main Substation - continued • Main substation - continued • 15kV Bus Duct and Low Voltage Wireway ~ 10% complete • Bus duct in fabrication, to arrive during October • Provisions for installation have started, opening on wall, supports • 15kV Switchgear ~ 80% complete • Switchgear installed • Bus tie to existing Bus 2 to be completed during October • Control wiring to main transformer and 69kV breaker remain • DC wiring to battery to be completed • Testing remains • Switchgear to be energized during October • 15kV Feeder ~ 30% complete • Raceway installed from switchgear to interface point (pull box located near south-east corner of building) • Feeder cable to be installed October

Unit Substations & Switchgear • 6 of 8 unit substations installed • SUS- 2, 3, 5, LB, RF-1, RF-2 on location and assembled • final wiring and testing remains • SUS-4 yard ready for switchgear • SUS-1 last substation yard to be build, should be completed in October • 4 of 8 indoor switchgear lineups installed • Swgr’s 1, 2, 3 & 4

Going Foward • Start-up: • Follow F & O’s BORE process • Ensure documentation and labeling complete • Perform standard tests for start-up • Manufacturer representative to be present during start-up • Have F & O participate to be present during start-up and review • Operations & Maintenance • Establish operation & maintenance program in F & O system • Turn over to F & O

Conclusions • Power will be available for Beneficial Occupancy • Initial start-up power will be taken from Bus 2, approximately 7 MVA available • Substation contract will be completed around December 2010 • Main transformer will then be used, 20 MVA available • Operation of equipment to be coordinated with F & O tower line crew
