Background&Justification • In korea there are many changes that have affected labor, trade union, workers right since economic crisis 1997. - employment insecurity - Increasing nonregular workers(56%) • union density is low (10.3%) • Enhance Competition • Deregulation provisions of protection of workers right • Privatization in public sector

Background&Justification • What are the Priorities of FKTU - organizing nonorganized workers - consolidating small and similar industrial federations and building an industry-based union system • blocking the privatization of the public sector • Portection workers right • Expanding the social dialogue system

Background&Justification • Lack of Right to organization - Unfortunately full and genuine right to organizations is not allowed because plural – unions are prohibited on the enterprise level by December 2009 in accordance with the labor law. - Korea have not ratified ILO fundamental conventions 87, 98, concerning freedom of association and collective bargaining.

6. Target group • Union Activities(women, migrant) - industrial federation level - Enterprise level - regional level • Trainers(FKTU OR OTHER) • Lawyers(FKTU) • Researcher(FKTU) • Expert • Government • Employer

7. Development Objectives • This work-plan will contribute to achieving the following. • Ratification of IFC(87,98) • Obtain full freedom of association • Accomplishment of 1million union membership of fktu • Protection workers right and Improving working conditions • Promoting social dialogue
