Non-Implementation of RTGS circular by supply points (Interstate) –Back ground • Bangalore DO has around 70 customers drawing supplies on interstate basis from TNSO (4100)locations • Products- FO/LDO/SKO/HSD(EOU & SEZ) • Payment Term: Mostly by RTGS • Practice followed : RTGS funds were regularly transferred to TNSO prior to supply by our DO ,as per their insistence

Non-Implementation of RTGS circular by supply points (Interstate) –Back ground • Draw back: Delay in transferring of fund to TNSO after office hours & holidays by our DO, leading to stoppage of supplies to customers • Customers started demanding for payment by cheque/DD & not interested to continue RTGS mode. Even threatened to shift to OMC • RTGS Policy: Supplying location should release supplies as per the balance in particular CCA of the origin state and release supply with out insisting for transfer prior to supply • Since we were n’t thorough in RTGS policy initially , we were transferring funds regularly leading to delay in arranging supply and dissatisfaction among customers .

Non-Implementation of RTGS circular by supply points (Interstate) -Solution Methods adopted: • Phase 1:Mails sent to supply points in TNSO quoting the RTGS circular and procedure to be followed-No response • Phase 2:Discussed with S&D officials, fin i/c & locations i/c personally-No response • Phase 3:Finally It was reported to our GM(F)/KASO, who has take up this very strongly with fin I/C s at SRO/TNSO and ensured implementation of RTGS circular by supply points at TNSO. • It took around 2 months to complete implementation

Non-Implementation of RTGS circular by supply points (Interstate) – Lessons Lessons learnt: • We should thoroughly go thro’ our policy and understand fully to implement the same. • Any issue to be taken up at appropriate level for immediate and permanent remedy • One should have Conviction to do the desired things
