    3. 3 EPLC & CDC IR Governance Central to the EPLC framework is the requirement for IT Governance to ensure that investments and projects Meet the agency and business sponsor needs Follow IT investment management practices Are technically sound

    5. 5 EPLC Goals Provide a consistent, effective and evolving project management methodology to guide IT investment management at HHS Better integrate IT investment planning and execution with IT governance, including more effective multi-disciplinary reviews of IT investments by critical partners

    6. 6 CDC Implementation Overarching Approach EPLC represents industry best practice CDC projects should already be following the “intent” of the EPLC Focus in on the “project” and not the paper, forms or tools Project management improvement will be incremental over time Project size, risk, and complexity will determine the appropriate application of rigor and use of documentation

    7. 7 EPLC Important Facts The EPLC is at the project level – not the investment level There is a tailoring process that allows for waiving particular life cycle phases, activities, deliverables or reviewed Described in the Project Process Agreement Formally approved at the Project Baseline Review by the appropriate IR Governance entity The HHS EPLC Policy and Framework is effective October 6, 2008 All new projects should follow the EPLC as of the effective date Existing projects will be “phased in” at their 1st Stage Gate Review which will determine any needed “rework” for the successful completion of the project as well as approve any future tailoring required through the Project Process Agreement
