  3. Outline developed and approved by Tributary Teams and Bay Cabinet Agencies Multi-Agency and University Effort Quantitative assessment of Implementation Programmatic assessment, including new initiatives to ramp up implementation Development of the State Implementation Plan

  4. Tributary Strategy Implementation Plan 1. Defines realistic, near term implementation goals and describes how state programs will achieve those goals 2. Address future challenges including, program coordination, implementation barriers, stakeholder accountability and cap management/offsets

  5. Urban Implementation Plan • Estimates MS4 implementation at local level • Includes BRF projections for Septics/WWTP • Assumes E&S programs are implemented • Other BMPs Based on projected available federal/state funds or past implementation
