MVD 2015-16 New Madrid Earthquake Planning Overview Floods and Hurricane Prep have delayed deliberate planning in past years 2011 Flood Lessons being adapted for New Madrid Earthquake Geospatial Tools for COP Civil Works Task Org from Operation Watershed – Recovery NLE 2011, Mid-America Earthquake (MAE) Center Geospatial data was received/uploaded, Dec 14; teams are analyzing to incorporate into deliberate planning processes FY15 Focus on TF Civil Works 17 Jun 15 - MVD Interagency All Hazards TTX (0800-1700) 18 Jun 15 – MVD Regional New Madrid EQ ROC Drill (0800-1200) Participate in HQ, Adjacent MSCs and others TTX/ROC Drills FY16 Focus on TF Navigation on MS River FY16-17 Synch with FEMA Regions IV and V Planning Efforts (MS and IL)

Mississippi Valley Division Phase 2a and b (0-72 hrs) • Mission – Main effort • Deploy • LNOs, CWTFs, Navigation teams • Establish Accountability and Communications • Establish RSOI (MVK/MVR) • Establish comms w/ USCG for MS River assessments • Movements • CG recon via G-III • CWTFs MVK, MVN, MVR, MVP • MS/IL SEOC, FEMA IV/V LNOs • Receive LNOs, LPRT, SAD spt, FEST-As 59th (SPD)/542d (SAD), DOI • Deploy MVD LNOs to SWD (Little Rock), NWD (Jefferson City), LRD (Jackson, TN), HQ, and USCG MTSRU Specified, Implied and Essential tasks • Command, Control, Communication • Reestablish MVD C2 network • Enhance/augment EOC capabilities • Develop situation reporting and COP • Establish comms w/ HQ/Adjacent MSCs, USCG, SEOCs, FEMA IV/V • Reorganize HQMVD Team to support FEMA response and Operation Watershed Recovery (TF Navigation and TF Civil Works) • Begin reconstitution of survivor districts (MVM/MVS) if needed • (S) Execute RSOI and BPT receive LPRTs • (S) Rec’v and provide OPCON of LPRTs, PRTs and other Supporting personnel • (S) Assess MVD CW infrastructure • (S) Lead MSC w/USCG for MS/IL JFO river ops • (S) Coordinate DOI deployment/support needs • (S) ESF #3 Missions in MS and IL • (S) Reconstitute impacted districts • (S) Rec’v 59th (SPD)and 542d (SAD) FEST-As • (I) Spt USCG for navigation assessments • (I) Integrate into MS/IL Decision making processes and response actions As of 14 Apr 2015
