Way Ahead • AST is planning to issue Draft Guidelines in 2013. • Will solicit input from COMSTAC • To include public meetings or telecons • Goal is to issue “Final” Guidelines in 2014 reflecting a consensus view of important safety measures to take in conducting human spaceflight. Update to October 2012 COMSTAC • Currently working to update internal lessons learned database for safety trend analysis to make it ready for access for COMSTAC members • Adaptation of AST’s STAR database of > 5,600 orbital launches worldwide • We are updating and modifying the database to make it easily searchable • We are in the process of setting up complete, easy to access standard reports • Reports will be easily customizable • STAR Database has been modified significantly, adding fields useful for trend identification • The information in the database is not proprietary • Tauri Group gathers the data from a variety of public sources

8. Update - Continued • STAR database will be rolled out to the COMSTAC members (and other select stakeholders who request it) in the near future • COMSTAC members, et al will provide a username and will be issued a temporary password • Login instructions will be available on the AST website • STAR database will open initially as a beta test for a trial period of six months • During that time, AST would appreciate feedback from COMSTAC members on how the system could be improved • AST will consider all feedback and make improvements as applicable • Goal is to evolve STAR into a current lessons learned database, with inputs from industry • Beta test will help determine feasibility, and suitability of STAR to satisfy industry needs

9. Restore the learning period for regulation of human spaceflight • Observation SWG O1 - The initial learning period was eight years from the enactment of the CSLAA, or December 2012. It was assumed in 2004 that this period would allow a flourishing of multiple spaceflight providers, giving FAA the extensive data needed to regulate effectively. • Recommendation SWG R1 - The human safety regulatory learning period should be restored to eight years from the first licensed flight of a spaceflight participant.

10. AuthorizeKey Transportation Programs • Finding SWG F1 - Sufficient and ongoing government funding for key space transportation systems and services will be critical to the future of the commercial space industry. The domestic commercial space industry would benefit substantially from breaking the U.S.’s existing dependence on Russia for crewed spaceflight, and from the development of opportunities for private sector operations in and beyond LEO.  [Moreover, the industry would benefit from offering space services that are unique or at potentially lower cost]. The COMSTAC supports robust funding for the commercial crew program as part of a balanced human exploration program [and for Suborbital Flight Opportunities Program to enable valuable scientific research].
