  3. Planning Process • First Step - meeting – March 2nd • Id issues and assets • Set study goals • Second Step - meeting -April 25th • Share study results • Draft plan recommendations • Third Step - meeting – May • Review Draft Plan • Fourth Step - meeting - June • Final Plan

  4. International Falls Bike/Ped Plan Objective Develop a plan for the City’s bicycle route and sidewalk network with key destinations and connections identified.

Planning Process • Step One - Winter • Sidewalk inventory and conditions mapped • Step Two- April • Finalize work plan and gather information on current and upcoming projects • Plan for a Community Walkability Audit • Step Three –May • Facilitate a Community Walkability Audit • Draft Plan recommendations • Step Four – June • Review Draft Plan

  6. Babbitt Objective Evaluate Babbitt’s local and regional transportation issues and develop a set of goals and action steps within the framework of a Comprehensive Plan.

Planning Process • Step One - Planning Review - December/January • Reviewed existing plans, policies, and documents • Step Two - Public Visioning Session - January • Held public meeting where transportation and infrastructure assets, opportunities, and vision nuggets were gathered and later analyzed. • Step Three - Plan Development - February-May • Meet w/ Planning Commission to develop goals, objectives, and action steps. • Step Four – Public Review - June • Review and Revise Draft Plan and prepare for final adoption

Goals, Objectives, Action Steps Goals Set • Provide an adequate and safe transportation system that equally serves automobiles, trucks, pedestrians, bicyclists, and those with limited mobility; and links neighborhoods, businesses, and community destinations • Encourage the maintenance and expansion of the trail system through the city and seek to eventually connect to a regional recreational system • Recognize the need to upgrade and expand existing city infrastructure to promote and support continued commercial and industrial development • Will begin developing objectives and action steps for specific components of the transportation system at next Planning Commission meeting

  9. Potential project for FY 2012 Ranier annexed adjoining lands expanding city from 100 acres to 650 acres. Ranier gained significant mileage of streets, ROW, and state highway frontage. Will enter into long term agreement with Koochiching County to maintain existing system. ARDC is proposing an evaluation of the entire transportation system leading to an assessment of current conditions and prioritization of maintenance and repair projects. Project will also include analysis of future system needs and TIP to meet the City’s obligations Ranier Transportation Evaluation

  10. Floodwood Wayside Study • In January contacted the City again • New contract, work started in March • Class I Rest Area established in 1995, replaced a wayside • Agreement between the City and Mn/DOT for shared costs and maintenance • Currently reviewing City’s expenditures / income; agreement terms

  11. FY 2012 RTAC Grant Program Transportation Planning for NE Minnesota

  12. Grant Overview • The grant program offers ARDC planning services to local entities and state agencies. • This grant offers planning services only not money. • Approximately $25,000 is available for the grant program.

  13. Eligible Projects • The RTAC in-kind grant program is available for transportation planning. • Examples of eligible projects include: • Safe Routes to School planning • Highway or railroad corridor safety studies • Access management planning • Trail planning • Enhancement project preparation • Local road plans

  14. Grant Details • Maximum project request: $10,000 • Minimum project request: $5,000

  15. Grant Schedule • April: Solicitation and Start-up • June: Application Review • July 1, 2011 – June 30, 2012: Project Completion

  17. Grant Deadline • Applications for funding will be accepted through May 13th, 2011. • Electronic versions will be sent out to RTAC members by April 15th.

  18. Grant Deadline-Continued • ARDC Staff will work with applicants between May 13th and June 23th to develop a final application and budget. • Awarding of grants will take place June 23, 2011.
