  1. Energy Efficiency Upgrade Ordinance Austin Energy

  2. Mayor’s Climate Protection Plan Municipal Plan. Makes all COA facilities, fleets and operations totally carbon-neutral by 2020. Utility Plan. Implements the most aggressive utility GHG-reduction plan in the nation through dramatic increases in conservation, efficiency and renewable programs; requirements for carbon neutrality on any new generation; and by early retirement of existing utility GHG emissions. Homes and Buildings Plan. Makes Austin building codes for both residential and commercial properties the most energy efficient in the nation. Community Plan. Develops a comprehensive plan for reducing GHG emissions from sources community-wide. “Go Neutral” Plan. Provides mechanisms for all businesses and individuals to reduce their carbon footprint to zero.

  4. EEUO Energy Efficiency Upgrades Taskforce Report (Report to Council September 17, 2008) City Council Resolution No. 20081106-048 (Passed November 6, 2008) Ordinance No. 20081106-047 (Effective Date June 1, 2009)

  5. EEUO (Commercial) A) The owner of a commercial facility that is at least ten years old on June 1, 2009 must calculate an energy use rating for the facility not later than June 1, 2011, using an audit or rating system approved by the director. B) The owner of a commercial facility not required to calculate an energy use rating for the facility under subsection (A) must calculate an energy use rating for the facility not later than 10 years after construction of the facility is complete, using an audit or rating system approved by the director.

  6. Commercial Goals Goals in Report to Council 80% of the square footage of commercial properties in Austin would be in buildings that achieve the greater of a score of 50 or an increase of 20 % from the building’s initial score up to a score of 75.

  8. Education • Austin Energy in conjunction with SECO and EPA is currently and will continue to offer Portfolio Manager Training • Training Schedule for 2009 yet to be determined

  9. Rating your Building • Rating tools are user friendly • Require basic building information • 12 months of Utility bills

  10. Reporting • Building owners must report their building score annually to Austin Energy • Austin Energy will have a reporting page on our website (www.austinenergy.com)

  11. Point of Sale • The only requirement is that the statement of building performance (i.e. building rating) be disclosed to buyer/potential buyers
