  2. Summary • 7 PRRs recommended for approval • 2 PRRs require withdrawal to be affirmed

  3. PRR 404 – Energy Procured from ERCOT • Protocols don’t currently address relaxed balance schedule (RBS) usage by resources • Previous RBS PRR addressed load usage and credit requirements • ERCOT Credit Committee reviewed PRR and recommended changes after PRS recommended approval

  4. PRR 404 – Energy Procured from ERCOT • PRR impact on ERCOT business and computer systems appears to be minimal although common use of RBS could impact the amount of BES available to ERCOT and impact operations • Effective upon ERCOT staffing requirements being filled

  5. PRR 404 – Energy Procured from ERCOT • Credit Committee proposed changes would review a QSE’s estimated net aggregate load and resource variance from schedule to determine RBS use • If net greater than 20%, then additional collateral would be required by ERCOT

  6. PRR 461 – Confidential Exceptions for Reliability Analysis • PRR addresses QSE data to be analyzed following a reliability event • Lists data to be made available not earlier than 10 days following such an event • No business, computer, or operational impacts; minor staffing impacts • Effective February 1, 2004

  7. PRR 467 – Elaboration on the Notice of Resettlement • PRR provides market with more information about resettlements, such as the reason for resettlements and affected dates • Minor business practice impact • Effective February 1, 2004

  8. PRR 469 – Compliance for Competitive Metering & Load Profiling • Conforms Protocols to PUCT rules and rulings • Addresses TDSP, ERCOT and CR responsibilities for sampling, TOU schedules and DLC • Clarification - Minor business practice impact • Effective February 1, 2004

  9. PRR 470 – System Fuel Availability • Adds fuel availability as a factor for consideration in emergency conditions • No business, computer, or staffing; minor operational impacts • Effective February 1, 2004

  10. PRR 471 – NIDR to IDR Default Profile Scaling • PRR scales the IDR default profile based on the last NIDR reading to avoid variances in initial/final settlements • Impacts ERCOT computer systems (minor project) • Effective upon system implementation

  11. PRR 473 – Reactive Standards • TAC previously adopted reactive standards for inclusion into Protocols • PRR includes payment mechanism for induction generators to make a payment in lieu of meeting the standard • Impacts staffing (in ’04 budget) and computer systems • Effective February 1, 2004

  12. PRRs for Withdrawal • PRR 293 – Uncontrollable Renewable Resources • Superceded by PRR 426’s approval • PRR 455 – Liability for QSE Default/Responsibility for ERCOT Admin Fee • Was split into two PRRs for consideration at next PRS meeting
