Gap Analysis SECURITY • strong on ideology and weak of practical results. • UN plans to leave out – since 2016 - no Leadership • Lack of disaster preparedness • Social cohesion • understaffed police force • Border control – trafficking GOVERNANCE • Institutional weakness • No tradition in governance and No leading authority • Deficiency in regulation state mechanisms • Lack of decentralization RULE OF LAW • Dysfunctional justice, police and prisons • cohesive criminal justice system • Prisons – new building, sanitization • Dependent judicial system SOCIAL AND ECONOMICAL • Lack of proper sanitation, vaccination – medical care • Forestation and agriculture • Low employment • Failing electricity sector - Electricity production v/s use the trees • Lack of infrastructure – roads, ports, airfield • Lack of social integrity - no one trusts anyone

SSCB Strategy • To reinforce national institutions by joint actions with advising, mentoring, training and equipment. • Sustainable – Increase use of the Haiti Reconstruction fund and regular donor conferences; • Trust – Haiti -international partners, Haitians and their Government. • Leadership – framework nation (when UN leaves) • People orientated – WH (Win Heart) - access to health care, housing • Communication strategy – supportive

SSCB StrategySECURITY • Environmental legislation • Transitional plan - HNP to take over responsibilities to 2016 • Transferring greater responsibility to the Haitian National Police • Diversity in recruitment - equity and inclusiveness of all groups (increase police forces to around 20,000;) • Development of a culture of democratic oversight • Anti-corruption programs • NGOs on the ground – vital role - humanitarian aid • criminal investigation and community policing.

SSCB StrategyRule of law • Provide advice and mentoring to Haitian police services – Wh applicable • Establishment of: • Superior Council of the Judiciary • General Inspectorates of the police and the judiciary • Court de Cassation and Unit for the Fight Against Corruption • Improving of: • the infrastructure of humane correctional system - Courts and prisons • Police training – minimize the risks of corruption and predatory policing • legislative decisions – many draft laws are awaiting
