  2. Intensive approach What is intensive block? A block with full complement of NRLM components with trained and dedicated professional staff at every level (State, District, Block and Cluster) Criteria for selection of intensive blocks: • ¼ of the districts and 10% of blocks • Presence of social capital

  3. Key components of intensive block approach • Social mobilization and saturation approach for coverage of all NRLM target families through involvement of community resource persons • Building federations of SHGs at various levels • Financial inclusion – to provide at-least Rs.1 lakh credit to each family over 5 years • Food security and vulnerability reduction • Livelihoods promotion through community based organizations – providing at-least 2 stable livelihoods to each family over 5 years • Bookkeeping and participatory monitoring mechanism • Convergence with Line departments and PRIs • Building strong, self-reliant community managed sustainable organizations of poor

Structure for implementation of intensive block strategy • State level: SMMU with CEO/SMD assisted by professionals from various thematic areas like SM and IB, FI, LH, FM, Procurement etc • District level: DMMU headed by DPM/PD assisted by professionals from various thematic areas like SM and IB, FI, LH, FM, etc • Block level: BPM and supported by few area coordinators cum thematic specialists in financial inclusion, Livelihoods etc • Sub-block level: Cluster coordinator and community volunteer

Block level financial details (over 5 years) Rs.7.5 cr over 5 years • Rs.300 Lakh for CIS/Seed capital • Rs.450 Lakh for IB&CB • No capital subsidy at individual HH level instead leverageexternal credit to the institutions of poor @ 1:8 Role of DRDAs in the intensive blocks: • Each state will come up their own strategy of engaging DRDAs

Non- Intensive blocks - approach • Lean project staff at Block and district level • Focus on training and capacity building of existing SHGs and federations with the support of SIRD or resource NGOs. • Improving the quality of S.H.Gs and federations • Effective utilization of Revolving fund, • Livelihoods verticals – Diary, Agriculture, NTFP • Convergence with PRIs • Promoting Bank linkages • Bank mitra • Retd Bankers at District level to leverage bank linkages

  7. Recommendations • MoRD to circulate a template for operational guidelines for NRLM implementation to DRDAs • District SGSY committee to be renamed as District NRLM committee – same at the block level • Identify local NGOs to have partnerships to scale up NRLM implementation

  8. Recommendations • Provide intensive capacity building activities for building the local cadre of volunteers, CRPs • Statewide Workshop on NRLM with NIRD support • Tours, exposure visits of PDs of DRDA within state and outside to study best practices • Put up FAQs on the NRLM website
