Pennsylvania Keystones to Opportunity • Keystone 1: Improve literacy learning outcomes to increase achievement of students in danger of academic failure. • Keystone 2: Create a culture of data-driven decision making by supporting implementation of Berhnardt’s Multiple Measures of Data • Keystone 3: Infuse digital technology and Universal Design for Learning (UDL) to address student learning challenges.

  5. Sub-grant Competition Criteria • Need • Capacity • Comprehensive literacy plan (birth through 12th grade) • Quality of proposed or existing program • Target population • Quality of data

  6. Statutory Requirements 95% of funds must go to local educational agencies (LEAs) via competitive grants. PDE must ensure that – (1) 15% of the funds are used to serve children from birth through age 5; (2) 40% are used to serve students in kindergarten through grade 5; (3) 20 % of funds are used to serve students in middle school; (4) 20 % of funds are used to serve students in high school, and (5) 5 % of funds are used for state leadership.

Scoring of Pre-applications • 329 pre-applications submitted • Readers sought and selected through reader application process • Pre-applications read, peer-reviewed and scored by need and capacity • eGrant z-scores used to determine who moved to full application • 45% moved to full application

  10. Invitation to Submit Full Application 149 LEAs invited from the 329 who submitted pre-applications (lists) Anticipated that between 50-75 sub-grants will be awarded
