Isserman’s Improvements to the CC Model • Use an Interregional Model rather than a Net Migration Model • This more correctly and accurately captures migration (inmigration and outmigration dealt with separately) • Use recent, local rates (mortality/fertility) where possible • Larger area rates may not capture local conditions • Recognize that individuals in any age-sex-race cohort are going to be in the cohort on average only half the time • This requires adjustments to both the fertility and mortality • Contextualize your rates and assumptions • Blindly taking national or state trends and applying them locally is not an effective forecasting approach
