The road to decision The Joint Committee of Primary Care Trusts (JCPCT) is responsible for taking the decision They will meet in July PCT boards may discuss the proposals, but the decision-making responsibility lies with the JCPCT There are several steps to go through before the JCPCT meets This presentation explains those steps

Proposed milestones 20 May – Joint Health Overview & Scrutiny Committee (JHOSC) meeting to consider the work in progress on the draft Integrated Impact Assessment (IIA) Report 30 May – Response to the consultation from the JHOSC (a response may then be required from the A picture of health programme team within one month) 10 June – Criteria Review Workshop 20 June – Imperial College report on the consultation and public feedback event Mid July – JCPCT papers published, including refreshed Business Case, Final IIA Report Late July – JCPCT decision

    6. IIA is an independent assessment of how the options would affect different groups within the community Looks at the impact of each of the options on: health and health inequalities equalities (eg. ethnic minority, faith, sexual orientation) transport environmental issues relating to carbon footprint Will suggest ‘mitigating’ action that could be taken to address these issues Assessment includes workshops with community groups and individuals May be revised if variants on options are proposed Integrated Impact Assessment (IIA)

The JHOSC The Joint Health Overview & Scrutiny Committee (JHOSC) is a local health watchdog Its meetings have been held in public Consists of two councillors from each borough who scrutinise healthcare services locally in Lambeth, Southwark, Lewisham, Bexley, Bromley, Greenwich and West Kent Scrutinises the A picture of health programme to ensure that the consultation process and decision are in the best interests of local people Will assess the evidence available and submit formal response to the consultation by 30 May The A picture of health programme team may be required to respond to the JHOSC’s response within a month The Joint Committee of Primary Care Trusts (JCPCT) will consider the JHOSC’s response when it takes a decision

Imperial College Independently produced questionnaire Independently analysing consultation responses Report due mid June We will hold a public event so Imperial College can feed back on their findings Details of this event will be published on our website www.apictureofhealth.nhs.uk and advertised in local newspapers

    9. Helping the JCPCT take the right decision In order to help the JCPCT take the right decision, we will be holding a one-day Criteria Review Workshop in mid June It will involve clinicians, NHS managers and policy experts, patients and members of the public The output of the workshop will be four lists of ranked issues for the SRO and JCPCT to consider when they asses each of the options A separate financial appraisal will be undertaken as part of the Business Case

Recommendations to the JCPCT Senior Responsible Officer (SRO) is Simon Robbins He is responsible for every aspect of the A picture of health programme The SRO will assess all the evidence available and, working with the Programme Board and using the advice from the Criteria Review Workshop, make recommendations to the JCPCT

    11. JCPCT The Joint Committee of Primary Care Trusts (JCPCT) consists of Board members from the Primary Care Trusts (PCTs) for Bromley, Greenwich, Lewisham, West Kent, and Bexley Care Trust. PCTs are the NHS organisations in each local area responsible for purchasing healthcare on behalf of local people.

Taking the decision In July, the JCPCT will meet to consider all evidence from the consultation including the report from Imperial College, the response from the JHOSC, the IIA report, the refreshed Business Case (including financial appraisal), clinical evidence and the recommendation by the SRO This meeting will be held in public and they will take the decision on which option, or variant suggested during the consultation, to implement
