EU DG NEAR's action in the field of climate change Political dialogue The EU aims to promote peace, stability and economic development in the Western Balkans and open up the prospect of EU integration. In follow-up to the Paris agreement, a more effective mainstreaming of climate change in EU external aid must be backed by strong political engagement through the EU’s climate diplomacy action plan.   4. IPA National Programmes No formal 20% target per financing instrument . IPA 2014 – 2016 shows improvement from 6 to 8% of climate related projects. • Serbia and Montenegro are negotiating accession and have started working more intensively on "chapter 27"; • Serbia, Montenegro, Albania and FyROM have set Chapter 27 among priorities in their indicative strategy paper; • Energy is considered is a priority for Serbia and Kosovo. IPA National Programmes • Energy Efficiency and Renewable • There are a lot of projects on energy efficiency and renewable including all WB countries. • Decommissioning and dismantling of old and highly polluting facilities; • Construction of new networks and interconnectivity among WB countries to improve supply and achieve greater efficiency. • Increasing energy efficiency and the use of renewable energy sources. • Kosovo – Supply of clean energy through improved infrastructure - decommissioning of the 'Kosovo A' coal based power plant and better use of renewable energy resources – with total indicative allocation of 100 mil EUR. • Serbia – EE and Renewable Energy – development of appropriate infrastructure for energy savings and through improvement of electricity network – with indicative allocation of 125 mil EUR. IPA National Programmes • Flood protection • Bosnia: EUR 15 million to support improvements to the hydrological forecasting systems in the Bosna river as well as the re-construction of priority river infrastructure in critical locations of the Sava, Bosna and Janja rivers; • EUR 20 million to support river infrastructure projects in both BiH and Serbia. This assistance focuses on the re-construction of embankments of different sections of the Sava and Drina rivers located in both in countries and having a cross-border and regional impact. • Allocated EUR 2 million to improve civil protection and EUR 2.5 million to support Civil Society in awareness raising, advocacy and recovery assistance to flood affected areas.   8. Regional Assistance Environment and Climate Regional Accession Network – ECRAN ECRAN Offers capacity building for that alignment with the environment and climate EU acquis. The project has proven very successful in helping beneficiaries to put forward their Indicative Nationally Determined Contributions (INDC) for the Paris conference. Western Balkans Investment Framework (WBIF) • WBIF is a blending instrument that combine investments and technical assistance grants with loans from International Financial Institutions (IFIs) to stimulate investment in infrastructure. • Assistance to climate is implemented through facilities such as: • Energy Efficiency Finance Facility (EEFF) – closing in 2016 – leveraged 138mil EUR with 35 mil EUR grants for incentives. • Regional Energy Efficiency Programme (REEP) • Green Growth Fund (GGF) • 640 mil EUR loans have already been leveraged through a total grant contribution of 110 mil EUR. • More information on the specific projects available at: https://www.wbif.eu/Projects?by=sector Workshop on Climate Resilience in Vienna, May 11th-12th
