All stakeholders including the government • How are they mitigated? Outside consultants and international resources Research similar construction projects

  4. Construction Site Risks • Have they been properly identified and addressed? Yes, project leaders identified the following risks: - Archeological sites - Hazardous waste • Who bears these risks? Construction Company • How are they mitigated? Conducted environmental survey to find large risks Accepted the unknown unknowns

  5. Legal Risks • Have they been properly identified and addressed? Yes, project leaders identified the following risks: - Eminent domain - Environmental – Local Permits • Who bears these risks? Government • How are they mitigated? Government has the power but no specific mitigation strategy

  6. Phase/Stage Construction • Have they been properly identified and addressed? Yes, it has been identified No, it has not been addressed • Who bears these risks? Construction Company and Government • How are they mitigated? Government can pull concession from construction company
