  2. WHAT IS SHASSIC ? SAFETY AND HEALTH ASSESSMENT SYSTEM INCONSTRUCTION

  3. THE DEVELOPMENT PROCESS • SHASSIC was identified by National Technical Committee who developed the Master Plan for Occupational Safety and Health in Construction Industry. This Master Plan was approved by Cabinet on 2nd August 2006. • Technical Committee for Safety and Health in Construction ( formed by CIDB) directly involved in the development of SHASSIC • Members representation from:- • CIDB, DOSH, JKR, JKT(KPKT), MBAM , PKMM, PAM, REHDA, IJM, UM, KPPDIP, MOSHA, NIOSH,

SHASSIC OBJECTIVES • To benchmark the level of safety and health performance of construction industry in Malaysia • To have a common standard on safety and health assessment system for contractor (s) in construction industry • To assess safety and health performance of contractor based on approved standard by the industry stakeholders

  6. SHASSIC OBJECTIVES Continue…. • To evaluate the performance of contractor(s) based on the safety and health practices; and • To compile data for statistical analysis on contractor’s safety and health management and performance at sites

  7. SHASSIC OBJECTIVES ( con..) • To study on which area contractors has failed or could not score higher points so that appropriate training can be organized • Part of preparation for OSH managementsystem in long run

  8. CRITERIA CONSIDERED FOR THE DEVELOPMENT OF SHASSIC • Compliance to legal requirements - OHSA 1994, FMA, BOWEC Reg, Safety,Health & Welfare Reg,etc • Based on approved Standard & good practice - OSH MS such as OHSAS 18001 AND MS 1722 etc

  9. COMPONENT OF ASSESSMENT & WEIGHTAGE • Divided into 3 categories:- • DOCUMENT CHECK - 40% • WORKPLACE INSPECTION - 40% • EMPLOYEE INTERVIEW - 20%

  10. SHASSIC REQUIREMENT • Work Progress has to be within 25% to 75% WHY ? • Construction at peak • Many activities • Workers at full Strength • Potential accidents

  11. DOCUMENT CHECK • Checking on documents and records - to determine the compliance of establishment of OSH program and activities • There are 63 questions/checklists • Weightage is 40% of the total marks of 100

  12. WORKPLACE INSPECTION • This assessment shall provide visual comparison of evidence on the OSH program that being implementation, enforced and practiced at site. • There are 62 questions/checklists • 5 (five) high risk areas shall be assessed within the site ( areas to be decided by Assessor) • It carries 40% of overall weightage

  13. HOW TO IDENTIFY 5 AREAS? • Talk to Project Manager or SHO at Site to identity the areas • There must be construction activities going on • Working at height shall be given preferences • Working in confine area • Working at congested area • Many people working within small area

EMPLOYEES INTERVIEW • Employees shall be randomly selected for interview purpose • Divided into 3 categories of Employees, namely, management personal ( 1), safety & health personals (3) and finally workers(10) from various trades • The set of questions are different for each categories • There are 48 questions all together(12, 6, 30) • It carries weightage of 20%

  15. METHOD TO CALCULATE SCORE FOR ASSESSMENT • Document Check • Total compliance in the checklist / ( 63 minus Number of Not applicable items) X 40% = A ( score for document check )

  16. METHOD TO CALCULATE SCORE FOR ASSESSMENT • Workplace Inspection • Total compliance in the checklist / ( 62X5=310 minus Number of Not applicable items) X 40% = B ( score for Workplace Inspection )

  17. METHOD TO CALCULATE SCORE FOR ASSESSMENT • Employees Interview • Total compliance in the checklist / ( 330 minus Number of Not applicable items) X 20% = C ( score for Employees Interview )

  18. TOTAL CHECKLISTS • Document Check 63 • Workplace Inspection 310 ( 62 X 5 ) • Employee Interviews 330 ( 12(x1) + 6(x3)+ 30 (x10) • TOTAL = 63 + 310 + 330  703 / site

  19. RATING • The total score based on the document check,workplace inspection and employeesinterview ( A + B + C ) shall be used for rating purpose • The RATING has 1 to 5 stars based on total marks scored • 85 – 100 = 5 stars, 70 – 84 =4 stars,55 – 69 =3 stars , 40 – 54 = 2 stars and 1 starfor 39 and less marks

  20. JUSTIFICATION FOR RANKING STARS • 5 STARS - Potential and significant workplace high risk/hazards are managed and documented • 4 STARS - Potential and significant workplace high risk/hazards are managed and documented but there are few low risks work activities are neglected

JUSTIFICATION FOR RANKING STARS ( continue ) • 3 STARS - Potential and significant workplace high risk/hazards are managed and documented but there are few medium risks work activities are neglected • 2 STARS - Potential and significant workplace high risk/hazards are managed and but not documented.

  22. JUSTIFICATION FOR RANKING STARS ( continue ) • 1 STAR – workplace potential and significant risk/hazards poorly managed and not documented properly

ASSESSOR • Who can be the SHASSIC Assessor (s) ? • A person who has attended one day training and passed exam and must have 5 years woking experience in construction industry • Attended and passed Lead Auditor OHSAS 18001/MS 1722 course and with 3 years working experience in Construction Industry • CSHO with 2 years working experience in construction industry

  24. HOW TO REGISTER AS SHASSIC ASSESSOR WITH CIDB • Submit evidence of work experience • A copy of identity card • Certified True Copy of Exam Result / Auditor Certificate /DOSH Green Book + 5 days • Must be Green Card holder

  25. Condition for Registration • Submit relevant documents to CIDB and copy of Green Card • CEP = 20 points ( 1 hour = 2 point )- for renewal • Can attend course/seminar organize by anyone BUT has to be related to Construction Safety & Health

  26. CIDB rights to De-Register Assessor • The Assessor declared bankrupt by Court • Assessor passed away • Assessor became unsound mind • Sentence by court as Criminal • Failed to renew

WHAT IS EXPECTED FROM THE USAGE OF SHASSIC ? • Good safety and health management at site • Prevention exercise from incidents and accidents • Contractor knows where they are in term of managing safety and health at sites • To improve safety and health management based on scores • Easier inspection by authorities as procedure already in place
