Person with control of a construction project where 5 or more persons are working (or likely to be working simultaneously) must ensure: A site specific OHS management plan is prepared before work commences and the plan must be monitored, maintained and kept up to date during the course of work.
Plan must include (but not inclusive): Statement of responsibilities, including names of people with responsibilities Details of arrangements to ensure compliance with OHS induction training requirements Hazard identification, risk assessment and control information for all work activities Safe work method statements for high risk work Copy of plan is available at all times
SAFE WORK METHOD STATEMENTS Apply to any construction site where high-risk work is undertaken. Person in control of a construction project must ensure: That a statement is provided to each person in control of high risk work before work begins All safe work methods are kept up to date and reviewed whenever there is change When a person is not complying with the statement, they are directed to stop the work immediately If no other person is responsible for writing a statement then the person with control of the project does so.
HEALTH & SAFETY TRAINING: Applies to persons with control of construction projects, construction work and undertaking construction work. Exception: Visitors to construction site accompanied by person who has received OHS induction training. Persons temporarily at a construction site where risk assessment indicates risks can be controlled through other means. Must not direct or allow a person to carry out work unless OHS induction training carried out. Person must not undertake construction work until they have completed OHS induction training.
GENERAL HEALTH AND SAFETY PROVISIONS: Existing Services Ensure existing services at the construction site are identified and risks assessed by: Types of existing services Location and whether underground, overhead or contained within structure Extent of services Risks services present Traffic Control Pedestrian, traffic or plant movements at or near a construction site must be safely managed to eliminate or control risks.
Lighting Ensure the level of lighting where work is being performed or required to pass through does not present risks Access/Egress All persons are provided safe access and egress from all places where required to work or pass. Public Access Ensure members of public are not exposed to health and safety risks arising from the construction work Adequate perimeter fencing is installed on the construction site before work commences and maintained for the period of work Signs placed on each site, names and contact details of persons with control, including after hours contact number
Emergency Procedures All workers in the event of danger are able to evacuate all work areas quickly Specific emergency exits, routes and plans are displayed Rescue arrangements for injured persons are in place Emergency evacuation procedures are practised regularly where indicated by risk assessment.
First-aid and medical attention First aid to be accessible Provision of trained personnel must be adequate for initial treatment Electricity Supply Electrical installations,equipment and apparatus are installed, protected, used , maintained and tested to eliminate risk of electric shock Housekeeping Site must be kept orderly and tidy Access ways kept clear and non-slippery Safe systems for collecting,storing and disposing of waste materials. Plant secured when not in use.
Exposure to the elements Ensure safety of persons where any risk of exposure to adverse weather conditions Amenities Ensure persons have access to amenities for their welfare and personal hygiene.
Working in the building and construction industry is a risky business. Contractors, subcontractors and their workers face risks from hazards that must be managed to prevent death, injury and illness. The Workplace Health and Safety Regulation 1997 clearly sets out how certain risks for construction work must be managed. The regulations cover: Principal contractor construction safety plans; Work method statements for high-risk construction activities and prescribed activities -demolition work and asbestos removal work; General and site-specific induction; Sign boards; Housekeeping practices; Safety of plant provided for common use; Excavations (including trenches);
Working at heights (including work on roofs, from ladders and trestle ladder platforms, and work to erect or dismantle scaffolding); Protecting people from falling objects; Hazardous substances; Workplace amenities; and First aid.
