  7. Baseline Emission Inventory • Specify Base Year:Recommended – 1990(or closest possible) • Identify Emission Categories: • Transport • Buildings • Industries • Equipment / Facilities • Others

  8. Baseline Emission Inventory • Quantify CO2 Emissions • Challenges: • Absence of Historical Data by Locality • Availability of Present / Future Data by Utilities • Conversion Factors

  9. Sustainable Energy Action Plan • Identify your Scope • Involve Citizens and All Stakeholders • Develop Action Plan with help of experts • Define Key Fields of Action • Select and Prioritise Measures • Specify Implementation Process

  10. Implementation and Monitoring • Regular Follow Up on Implementation of Actions and Planned Target Dates • Address any Actions that may be falling back • Obtain Support in case of difficulties or deadlock

  11. Reporting Progress • Prepare Progress Report • Submit Implementation Report Every 2 Years • Share Experience with Other Signatories
