Covenant of Mayors: County council of Badajoz as regional coordinator • Savings, efficiency and new energies protocol. • Extremadura energy agency support. • May 2012: Beginning of the joining process to the Covenant of Mayors. • January 2014: 73 municipalities in the Covenant of Mayors. • Energy efficiency and renewable energies reports: 100 municipalities – January 2014: 97 municipalities completed. • Results in municipal sector: 30% energy savings, 25% economic savings, 30% CO2 emissions reduction. • Energy efficiency and renewable energies reports = SEAP basis. • ESCO: Municipal energy management -> 4 municipalities: La Albuera, Almendral, Santa Marta y Valverde de Leganés.

Energy efficiency and renewable energies reports + SEAP: Development process • Municipal sector basis: Electric and fuel bills. • Inventory of municipal buildings and street lighs. • Measures to reduce consumptions, costs and CO2 emissions. • Buildings: Biomass boilers, solar energy, energy efficiency in interior lighting. • Street lights: More efficient lights, bi-level ballasts, more efficient control systems. • SEAP – Energy consumptions in other sectors: Agreement with one of the main electric distribution companies.

Monitoring of consumption in buldings • 3 Local development centers: • CID Puebla de la Calzada. • CID Villafranca de los Barros. • CID Zafra. • Work centers for local authorities, associations of citizens and local business. • Monitoring system: • Consumption habits of citizens. • Quantification of savings produced by energy efficiency measures. • Online platform: Values measured by monitoring system. • Energy consumption analysis: Air conditioning, lighting, computer systems and other equipment. • Main functions: • Real time monitoring: Active and reactive power, active and reactive energy, voltage, indoor and outdoor temperature and humidity, building occupation. • Estimated monthly cost and CO2 emissions. • Instantaneous power, voltage, energy consumption, indoor and outdoor temperature graphics. • Reports and archive management. • Energy ratios depending on occupation and temperature. • Alarms.

Other experiences of County council of Badajoz • 3 Biomass boilers in schools: La Albuera, Almendral y Táliga. • La Albuera: 50 kW – Almendral: Distric heating 100 kW (school and library) – Táliga: 30 kW. • Fuel: Olive stone. • Expected results: • Promoting biomass heating systems. • Example for students and society. • Beneficiaries: 411. • Economic saving: 65%. • CO2 emissions reduction: 31 ton/año.
