TECHNICAL REGULATION CES COMMON INTERGOVERNMENTAL STANDARDS are applied on voluntary basis OBLIGATIONS OF PARTIES Conformity attestation of products to requirements of common technical regulations As opposed to EurAsEC provisions • Implementation at the • national level As identical national (governmental) standards Principles: • openness and publicity of development • processes • Cancellation of all conflicting national (governmental) standards • acceptance based on consensus • availability of standards, information about the procedure of their development, acceptance (approval) and publication • Notification about the beginning of the development of national (governmental) standards and termination of their development • application of international and regional standards as basis If there is decision on the development of common intergovernmental standards • impermissibility of adoption (approval) of standards conflicting with common technical regulations
