  7. Visioning Session Citizen/resident, organizational, government, private sector leaders come together Creation of long term community vision: “What do we want the neighborhood to be when it grows up.” Creation, and endorsement of a communal vision statement

  8. Convene Smaller Planning Body Create plans that will, over time, accomplish the vision Recruit leaders/sponsors to implement the plans elements Begin to seek sources of support Implement early action projects – “planning while doing” – proving it is more than just talk.

  9. Make the Plan Public Community celebration Public Rollout Assembly: Gather the “who's who” of government officials, funders, and corporate actors to fill the seats as an audience for the community’s presentation
