Overview • New rules are placing a greater emphasis on the QA/QC of the treatment processes: • A strong focus is being placed on whether the plant is operating within the approved design/construction specifications. • Biggest change will be for UV systems: • Additional training requirements will be included in operational approvals. • Manufacturer Training (bulb change-out, etc). • Consultant Training (dosage calculations, operator reports). • MOR’s: • “Set Point” MOR’s. • “Calculated Dose” MOR’s.

  3. MOR’s • MOR’s for newer Surface Water Treatment technologies will be custom made for each system. • The format of the MOR will depend on parameters set during the design of the system. • Instead of monitoring to identify when things go wrong, monitoring will now be more important in identifying when things are starting to go wrong. Example “Daily” Report Monthly Operator Report, for “Calculated Dose” Designed UV Treatment Plant* • A required dose is set during engineering plan review. • A “Validated Dose” is then calculated, by dividing the calculated dose by a verification factor and a correction factor. This is done for every recorded dose on the MOR. • The “Calculated Dose” approach does not have a single compliance point, but instead has an approved envelope of operational parameters (flow, dose, transmittance). * Chapter 6 EPA UV Guidance Manual, 2006.

Example “Off-Spec” Report Monthly Operator Report, for “Calculated Dose” Designed UV Treatment Plant* • “Off-Spec” operations must be reported (number of events and volume of water produced). • “Off-Spec” can occur because: • Sensor is not in calibration, or is outside approved limits. • Analyzer is not in calibration, or is outside approved limits. • Flow meter is not in calibration, or is outside approved limits. • To meet LT2, 95% of the water must be treated to validated limits. * Chapter 6 EPA UV Guidance Manual, 2006.

Keys to Succeeding with New Technologies • Monitoring: Residual > Process Control Limits Accurate, Consistent Readings • Be Wary of Complacency Don’t let the instruments think for you! • Treat your instruments with respect: Calibrate, Verify, Maintain If you have questions, please give us a call.
