  1. Charlotte is one of 30 housing authorities participating in HUD’s “Moving to Work” demonstration program, which allows us to test innovative methods to improve housing services and better meet local needs.

  2. Main Goals • Employment and self-reliance for our residents • More housing choices for low-income families • Administrative cost efficiencies and savings

  3. Emphasis Areas • Incentivized work requirement for able-bodied residents • Rent simplification • Tiered service delivery system • Collaborative youth programs

  4. Employment Requirement • Implemented over three years • Applies to those able to work (does not include elderly or disabled) • Incentives, training and support to find and keep job • Training and support services from partner agencies, including vocational training, GED and ESL, child care and transportation subsidies, drug/alcohol rehabilitation and mental health counseling

  5. Employment Requirement – 3-Year Phase-In • Year 1 – no one loses subsidy if he or she can’t find a job • Year 2 – work with case workers to find jobs • Year 3 – 30-hr/wk work requirement to retain rent subsidy; continued training and support

  6. Social Marketing Campaign • Redefining public perceptions about CHA residents and the importance of providing safe, affordable housing for those in need

  7. Roles of Public Housing • Basic shelter for the homeless, disabled and seniors • Keeping parents and children together • Stable environment that promotes: • employment for adults • educational achievement for youth • Workforce housing • Safety net for anyone in crisis
