UN Project on National Development Indicators in Palestine

This project aims to support Palestine's statistical monitoring system by providing technical support, capacity building, and data dissemination platforms. It has successfully improved the dissemination of national and international MDGs data and enhanced the capacity of PCBS staff.

  1. UNSD DFID Project on National Development Indicators October, 2014

  2. The Kick off • Palestine has joined the project late 2012. • PCBS formulates special technical team to follow up our contribution in this project, the team gathered statisticians as well as IT experts. • PCBS vision was to use techniques to support the statistical monitoring system.

  3. Technical support and capacity building Two technical missions 1st one: 18-21 June 2012 aimed to: • Introduce the project of country data • Check the link between the project and PCBS planned activities • Discuss methods of data dissemination and platforms for presenting data, including PalInfo • Go through existing data discrepancies between national and international estimates for MDG indicators

Technical support and capacity building 2nd one: 06-09 January 2013 aimed to: • Upload DevInfo 7.0 for PCBS • Upload database of MDGs indicators • Introduce PCBS PalInfo users • Do the mapping between PalInfo and Check the link between the project and SDMX Registry • Do the mapping between PalInfo and Check the link between the project and SDMX Registry • As a result, disseminate Palestine MDGs data on the web of the project • Palestine became the sixth country (out of 11 countries)

  5. Technical support and capacity building Four regional training workshops: • 1st workshop, 18-22 March 2013-Bangkok: Country Data – Technologies for Data Exchange Version 1.3 • 2nd workshop, 29 July-2 August 2013 Addis Ababa:Sharing Best Practices in the Dissemination of National Development Indicators. • 3rd workshop, 25-29 November 2013-Nairobi: SDMX for Development Indicators. • 4th workshop, 21-25 April 2014: Building better dissemination systems for national development indicators.

  6. Progress made so far • Activation of Pal Info version 7 on the PCBS website (English and Arabic) • Disseminate MDGs data for the state of Palestine on the website of the project. • The last update for Palestine MDGs data on the website of the project refers to October 2013 to cover the data of the year 2012. • Data of 2013 will be updated in the fourth quarter of 2014. Providing the UNSD-DFID project with Palestine monitoring indicators to check the possibility of being part of the country data of the project.

  7. Impact, achievements of the project at the national level • For the first time, national and international MDGs data presented on the same web. • The project allows utilizing the DevInfo software techniques “SDMX registry • Increase the experience/knowledge of SDMX tools • Improve the mechanisms of updating the data from other sources • PCBS expanded the team of the project to transferring the knowledge and following up the developments of such theme.

  8. Impact, achievements of the project at the national level • PCBS was in contact with UNICEF for following up the features of Devinfo • PCBS did our local context translation for XML files to Arabic • PCBS provided Yemen CSO of the Arabic files

PCBS status regard the participation in the project • The project succeeded to disseminate the national and international MDGs data and metadata in a common schema, which satisfied PCBS and meet our documentation and dissemination policy • The knowledge and experience gained by PCBS staff on SDMX registry contributed in our capacity building in this regard • The project provide the opportunity for exchange the expertise with other country participants, in addition to improve and enhance the capacity on dissemination the statistical data based on the international standards

Challenges • The possibility of expanding the country data to cover Palestine monitoring indicators; in addition to MDGs indicators. • The required needs for linking and integration the metadata with the statistical data for all PCBS indicators • For the post 2015 agenda (SDGs), to start with building the SDMX registry for the indicators from early stage of the period
