TACT/ETFMS - MILESTONES • March 1995 : Start of Operations of TACT based upon FPL data only. • April 1995 : Reception of first airborne update (FSA) message from France. • March 2001 : ETFMS PHASE 1a operational, based upon FSAdata only. • 7 Feb 2002 : ETFMS PHASE 1a operational, based upon FSA data and surveillance data from UK, France and MUAC. • 6 May 2003 : Flight Activation Monitoring(FAM) Operational for Ireland, Oslo FIR and Belgium. • Today : Reception of FSAs from 32 countries (57 ACCs), CPRs from 28 countries (49 ACCs) and oceanic clearances from 3 oceanic centres.

ETFMS - OBJECTIVES • To increase the accuracy of ATFCM thus reducing any differences in data between ATFCM,ATC and airports. • To improve short-term traffic demand forecasts. • To reduce over-delivery. • To enable more accurate slot allocations thus improved utilisation of the available capacity. • To improve reaction to short-terms events.

IMPROVED ACCURACY AND PREDICTION (1) Many Airborne Updates • FSA messages (05 November 2012): • 99,900 FSA messages received . • for 25,800 flights, 96% of flights updated. • average of 3.9 FSAs per flight. • CPRs (05 November 2012): • 2.15 million received • for 25,800 flights, 88% of flights updated. • average of 83 CPRs per flight.  More accurate flight profiles in ETFMS.

IMPROVED SLOT ALLOCATIONS • ATFM simulations on 4 different days of Jan/Feb 2005, comparing ATFM situation with and without airborne data. • Reduction in over-deliveries from 7% to 4.9%. • Reduction in number of delayed flights by 7%. • Reduction in ATFM delay by approximately 17%.  2.5 million min of ATFM delay reduction. • Delay reduction due to capacity increase, not measured

EFFECT ON OPERATIONAL PROCEDURES • Better overall view on Traffic Situation for NMOC (CFMU) for Tactical Flow Management • Look at network effect during Tactical Operations • Can only be done with reliable/accurate flight data • Optimise ATFM Daily Plan (delete / modify regulations) by NMOC (CFMU) • Increased confidence in counts by ATC • Management of Critical Events • Strikes, runway closure, ... • Search for special flights

COMMON VIEW – summary • Common View: Operational Flight data is shared with all ATM stakeholders in the network • CHMI and NOP portal • More than 2300 users • For daily operational traffic view • DDS to ANSPs, AOs and Airports • Used by 7 ANSPs, 88 AOs, 15 airports • For TLM, AMAN, Flight Following and ELDT reception • B2B web services • Used by more than 150 stakeholders • For obtaining operational ATFM Flight data

COMMON VIEW – Data Distribution Services • DDS to ANSPs • Used by 7 ANSPs (EH, EG, EK, LS, LI, ED & EDYY) • For Traffic Load Monitoring and AMAN horizon extension • DDS to AOs • Used by 88 AOs (represent 45% of NMOC traffic) • For Flight Following applications • DDS to Airports of Destination • Used by 15 airports • For receiving an early Estimated LanDing Time (ELDT) • Status on 08/01/2013

  16. COMMON VIEW – NM B2B web services • Used by: • 59 AOs • 43 CFSPs • 24 handling Agents • 25 ANSPs • 6 Airports • 6 other • For use in their own ATFM Applications • Status on November 2012

  17. DEPARTURE MONITORING In August 2007: • 67% flights are monitored. • 18.5% are updated. • 533 flights suspended. • 286 updated by AO after suspension • 108 never updated  Ghosts. • (139 airborne when suspended) Flight Activation Monitoring (FAM) increases accuracy.

  19. CONCLUSION • ETFMS increases accuracy of ATFCM. • ETFMS reduces ATFM delay. • ETFMS enables a common view on the Air Traffic Situation in ECAC. • ETFMS is an enabler for future developments in ATFCM.
