Defining Trends The West Bank Palestinian riots continued during the time of this report on a daily basis; over 43 major cases were reported, including instances in which rioters threw rocks and attempted to assault Israeli security forces. Arms were confiscated by IDF forces on at least five occasions, including improvised homemade hand-grenades, a hunting rifle, a sniper rifle, two homemade rifles, handgun parts, two magazines, and 600 bullets. Terrorist attacks continue in the West Bank. During the period of 16 May-31 May, there were at least four attempted attacks, including an attempted assault on a BGP soldier, the placement of one anti-personnel mine, and one anti-tank mine in the vicinity of a Jewish community and multiple attempts to cross the technical fence into Israel. Palestinian security force operations in the West Bank continue, but their scope and quality must be increased. When necessary, the IDF takes actions to prevent terrorist attacks from being carried out.

  3. Defining Trends The Gaza Strip Government policy on allowing goods into the Gaza Strip continues; Crossings are now able to absorb over 300 trucks per day. During the month of May, 4,942 trucks transported 127,353 tons of supplies into the Gaza Strip. Hamas continues to act aggressively against Israel. In addition to Hamas’ own terrorist activities, the organization allows various terrorist groups to use the territory under it control to launch rockets and carry out other attacks. In the period of this report, a sense of calm has returned to the Gaza region after intensive rocket and mortar fire in the months of March and April. Nonetheless, two rockets were launched from the Gaza Strip towards civilian areas in Israel. Meanwhile, Hamas has sustained its efforts to acquire more weaponry through smuggling into the Gaza Strip.

  4. Defining Trends Ship Intercepted of the Coast of the Gaza Strip On 16 May 2011, the Israel Navy intercepted a Malaysian ship flying a Moldovian flag off the coast of Gaza. The ship had departed from Egypt and was carrying seven and a half tons of pipes intended for the Gaza Strip and was intercepted two km off the coast of Gaza, in the Strip’s territorial waters. The ship was registered to the Neptune and Rich company. Onboard were seven Malaysians, two Irish, and one Canadian national. Upon interception, the Israel Navy contacted Egyptian naval forces, which escorted the vessel to the Egyptian port of Al-Arish. The State of Israel’s naval blockade on the waters adjacent to the Gaza Strip is one of several measures take by Israel to defend its citizens from terrorist attacks from Gaza. The blockade is a response to regional security challenges and was established only after Israel exhausted all other efforts to prevent maritime arms smuggling to the Gaza Strip. The purpose of Israel’s naval blockade on the Gaza Strip is to prevent the flow of terrorist arms into the Strip.

  8. Major Events – West Bank May 16th May 16th- A number of Palestinians rioted and threw stones at an Israeli civilian vehicle south of the city of Jerusalem. And IDF force dispersed the riot. Approximately 30 Palestinians rioted and threw stones southwest of the Nokdim community. And IDF force dispersed the riot. During an IDF mobilized patrol in the vicinity of the city of Nablus, IDF forces arrested two Palestinians in possession of an improvised home-made hand grenade. The weapon was confiscated and the Palestinians were sent to investigation. Approximately 90 Palestinians rioted and placed burning tires in the vicinity of and IDF outpost in the city of Jerusalem. And IDF force dispersed the riot. A number of Palestinians rioted and threw stones in the vicinity of the city of Hebron. And IDF force dispersed the riot.

  9. Major Events – West Bank May 16th – May 19th May 16th cont’d– Approximately 40 Palestinians rioted and threw stones at an IDF force northeast of Jerusalem. The force dispersed the riot. May 17th– Approximately 40 Palestinians rioted and threw stones north of the Efrat community. And IDF force dispersed the riot. According to Palestinian claims, two Palestinians were injured. Six Palestinians were sent to investigation. May 18th– A hunting rifle was discovered by the IDF forces during and IDF initiated activity north of the Ma’ale Shomron community. The rifle was confiscated by IDF forces. During and arrest in the vicinity of the Tekoa community, a number of Palestinians rioted and threw stones at IDF forces. The forces dispersed the riot. One Palestinian was arrested. During an arrest north of the Pnei Hever community IDF forces discovered on sniper rifle, two magazines, handgun parts and 600 bullets. The arms were confiscated by the Israel Police. May 19th– A number of Palestinians rioted and threw stones at an IDF force south of the Ateret community.

One Israeli was lightly injured. A number of Palestinians rioted and threw stones at an IDF force north of the Pnei Haver community. A number of Palestinians rioted and threw stones at an IDF force north of the Pnei Haver community. One Palestinian was lightly injured. A number of Palestinians rioted and threw stones at an Israeli civilian vehicle in the city of Hebron. May 20th- A number of Palestinians rioted and threw stones at an IDF force west of the Nahal Negohot community. IDF forces dispersed the riot. A number of Palestinians rioted and threw stones at an Israeli civilian vehicle in the vicinity of the Tekoa community. IDF forces dispersed the riot.

One political activist, one Israeli reporter and one IDF soldier were lightly injured. May 21st- IDF forces initiated the suspect engagement procedure at a Palestinian in the vicinity of the Allei Zahav community. A Palestinian rioted and threw stones at an IDF mobilized patrol south of the Har Gilo community. IDF forces apprehended the suspect. A Palestinian threw stones at an IDF force and attempted to assault a soldier in the vicinity of the city of Hebron. IDF forces arrested the suspect. Approximately 30 Palestinians rioted and threw stones in the vicinity of the Bracha community. IDF forces dispersed the riot. A number of Palestinians rioted and threw stones at an Israeli civilian in the city of Hebron. IDF forces dispersed the riot. One Palestinian was lightly injured.

  12. Major Events – West Bank May 22nd – May 23rd May 22th- A number of Palestinians rioted and threw stones at and IDF mobilized patrol south of the Ariel community. IDF forces dispersed the riot. Three Palestinians rioted and attempted to hit a BGP soldier while undergoing a security inspection at a BGP outpost in the city of Hebron. The Palestinians were sent to investigation. A sapper squad identified on anti-personnel mine and one anti-tank mine in the vicinity of the Alfei Menashe community. The mines were detonated by an IDF sapper squad. A number of Palestinians rioted and threw stones at an IDF force during and initiated activity in the vicinity of the city of Ramallah. The forces initiated the suspect engagement procedure and dispersed the riot. May 23rd- Approximately 50 Palestinians rioted and threw stones in the vicinity of the Karmei Tzur community. IDF forces dispersed the riot. And IDF mobilized patrol identified four Palestinians approaching the technical fence northeast of the Har Gilo community. The force initiated the suspect engagement procedure in order to deter the Palestinians.

  13. Major Events – West Bank May 23rd – May 25th May 11th cont’d- A number of Palestinians rioted and threw stones at a BGP force in the vicinity of the Alfei Menashe community. IDF forces dispersed the riot. One Palestinian was injured. May 24th- A number of Palestinians rioted and threw stones at and IDF force in the vicinity of the Nabi Salah village. The force dispersed the riot. A number of Palestinians rioted and threw stones at and IDF force working to secure civilian structures south of the Beit Hagai community. The force dispersed the riot. May 25th- During an arrest north of the city of Jericho, a number of Palestinians rioted and threw stones at IDF forces. IDF forces dispersed the riot. Two IDF soldiers were lightly injured and five Palestinians were arrested. According to Palestinian claims, several settlers cut down 150 olive trees in Palestinian fields in the vicinity of the Aldad community. IDF forces found tree stumps substantiating the claims and identified two suspects’ footprints heading in the direction of the community.

  14. Major Events – West Bank May 26 – May 27th May 26th- A number of Palestinians rioted and threw stones at an IDF force during an arrest north of the Karmei Tzur community. One Palestinian was arrested and sent to investigation. And IDF force initiated the suspect engagement procedure at a stone vehicle carrying a suspicious Palestinian that tried to break through and IDF checkpoint in the vicinity of the Nil’in community. A number of Palestinians rioted and threw stones at an Israel vehicle east of the Beit Horon community. May 27th- A number of Palestinians rioted and threw stones southwest of the Negohot community. One Palestinian was sent to investigation. Several Palestinians rioted and threw stones in the vicinity of Bil’in, Nal’in, Nabi Salah and Um Salmona. IDF and BGP forces dispersed the riots. Two Palestinians were arrested. Approximately 20 Palestinians rioted and threw stones north of the Yitzhar community. Three Palestinians were sent to investigation.

  15. Major Events – West Bank May 27th – May 29th May 27th cont’d- A number of Palestinians rioted and threw stones at an IDF force west of the Nili community. The forces dispersed the riot. Several Palestinians rioted and threw stones south of the Mevo Horon community. One BGP soldier was lightly injured. May 28th- Two Israeli civilians illegally entered the site of Joseph’s tomb. The civilians were arrested by PA security forces. Approximately 80 Palestinians and political activists rioted and threw stones at a BGP force during and arrest northwest of the Bracha community. The forces dispersed the riot. May 29th- A number of Palestinians rioted and threw stones at the technical fence south of the Mevo Horon community. BGP forces dispersed the riot. A number of Palestinians rioted and threw stones at and IDF force in the vicinity of the city of Qalqilia. IDF dispersed the riot. A number of Israeli settlers rioted and lit a fire southeast of the Mitzpe Yishai community.

  16. Major Events – West Bank May 29th – May 30th May 29th cont’d- A number of Palestinians rioted and threw stones at an Israeli civilian vehicle northeast of the Hadar community. One Israeli civilian was lightly injured. May 30th- During and authorized tour at the site of Joseph’s Tomb of approximately 200 Israeli settlers, there was a violent altercation between the settlers and Palestinians in which they rioted and threw stones at one another. BGP forces dispersed the riot. One Israeli was lightly injured. A number of Palestinians rioted and threw stones at an IDF force in the vicinity of the Joseph’s Tomb. The forces dispersed the riot. One Palestinian was lightly injured. A number of Palestinians rioted and threw stones at an IDF force in the vicinity of the Beit Horon community. A number of Palestinians rioted and threw stones at an IDF force in the vicinity of the Halamish community. The force dispersed the riot. A BGP force demolished several illegal structures in the vicinity of the communities of Alfie Menashe, Oranit, Emmanuelle and Revava.

Major Events – West Bank May 30th – May 31st May 30th cont’d-An altercation occurred between several Palestinians and Israeli settlers in the vicinity of the city of Hebron in an IDF restricted zone. One Palestinian was lightly injured. May 31st – A number of Palestinians rioted and threw stones at an Israeli civilian vehicle in the city of Hebron. One Israeli civilian was lightly injured. An IDF force discovered two homemade rifles in the possession of a Palestinian in the vicinity of the Ma’ale Shomron community. The rifles were confiscated by the Israeli Police and the Palestinian was arrested and sent to investigation. Two Palestinians attacked a soldier in the city of Hebron. An IDF force arrested the suspects and sent them to investigation. A number of Palestinians rioted and threw stones at an IDF force northwest of the Ofra community. The force dispersed the riot.

  18. Major Events – Gaza Strip May 16th – May 20th May 16th- A vessel flying the Moldovan flag was identified crossing approximately one km into the Gaza Strip’s territorial waters from Egyptian territory. A navy patrol vessel initiated the suspect engagement procedure for vessels and fired several shots at the ship, which then retreated and returned to Egypt, anchoring at the El Arish port. May 17th- A suspicious Palestinian fishing trawler was identified crossing into Israeli territorial waters in the vicinity of the city of Gaza. An Israeli navy patrol vessel initiated the suspect engagement procedure for suspicious vessels and fired several warning shots at the boat’s direction, causing it to turn around. A rocket was launched in the vicinity of the Erez crossing and was detected landing in the sea. May 19th- One Palestinian crossed the technical fence into Israeli territory at an IDF outpost north of the Kissufim crossing. IDF forces initiated the suspect engagement procedure and arrested the Palestinian. May 20th- IDF forces initiated the suspect engagement procedure at a number of Palestinians approaching the technical fence of the Kissufim checkpoint. One Palestinian was injured.

  19. Major Events – Gaza Strip May 20th – May 29th May 20th cont’d- IDF forces initiated the suspect engagement procedure at 15 Palestinians identified adjacent to the technical fence in the vicinity of the Erez crossing. One Palestinian was injured. May 21st- A Palestinianwas identified crawling adjacent to the technical fence and IDF forces fired two shells at the Palestinian. When the Palestinian continued to advance towards the fence, IDF forces directed light arms fire at the Palestinian. The Palestinian was killed. May 27th- One Qassam rocket was identified landing in the vicinity of the Kissufim crossing. May 29th- A Palestinian boat was identified crossing approximately 3.1 miles into Israeli territorial waters. A navy patrol vessel initiated the suspect engagement procedure for suspicious vessels and the boat turned around.
