  2. Localisation of Northern Transylvania in Europe Placed in the South East of Europe, on the North-West side of Romania. Neighbours: - 3 romanian regions: The Centre, West, and North East - Hungary: The North Great Plaine Region - Uckraine.

Relevant Numbers from the Northern Transylvania POPULATION – 2.744.000 inhabitants (12,6% out of population of Romania) - 48,9% live in rural space EMPLOYMENT - 1.164.000 people - employment rate: 51,5% - manufacturing sector is the highest in industry: 86,29% - 13,5% of the employed population have graduated universities The indicator of human development in the region was of 0,751. Regional GDP = 11,7% from Romanian GDP(136.673 billions lei) ENTREPRISES - 42 515 entreprises in the region - 99,22% are SMES AGRICULTURE - 885 598 hectares allocated, out of which is 95,03% is private - private farms have around 1-5 ha INDUSTRY - All industrial fields are represented in the Northern Transylvania

Sustainable sectors (with favourable conditions of building competitive advantages of the region): tourism; light industry (food, furniture, clothes); research and higher education; agriculture; IT&C; ecquipment and machinery industry Maintenance sectors (with higher occupation of workforce but uncertain development in the future- the development will be impossible without strategic foreign investments): metalurgic industry, caoutchouc industry “Dilema” sectors (with uncertain evolution in the future): plastics industry, transports and connected activities Prority sectors of Northern Transylvania Region(2007-2013)

BALNEAR tourism – thermal sources and salinas MOUNTAIN tourism – especially for winter and extreme sports CULTURAL tourism, including agrotourism, based on cultural events, historical centres and ethno-folkloric areas with cultural heritage well preserved: traditions, customs, handicrafts Development of balnear tourism – priority for the near future Rehabilitation and development of tourism infrastructure Diversification of all tourism services, but especially of rural and cultural services Investments in priority sectorsTOURISM

High educated workforce due to the existent network of universities It is necessary to develop new forms of education (adult training and technical-vocational education) Equipping universities with high technology in order to favour applied research Developping the private sector– universities partnership in order to transfer new technologies and know how Higher education and research

  8. 10,42% of the agricultural area of the country 14,89% of the agricultural production of Romania 96,96% of the total production of the region is private Measures to be taken: Modernisation and raise the efficiency of agricultural research stations A better valorisation of agricultural potential (plant and animals growth) Increasing competitiveness of local agricultural production SME development in rural areas with the view of valorising spontaneous flora New Opportunity: increasing the recquest of ecological products Agriculture

The investments in productive sector are rising: the media regarding ecquipment investments is good but the extremes are high (in 2002 comparative to 2001 the ecquipment investments in Satu Mare county rised with 156,7%; in the same period Cluj county registered 4,2% and Salaj county – 8,83%.) Most encountered: Lohn production. Opportunity: this sector will try to develop its own products under their own label Internal recquest is increasing There are market niches that can be valorised Investments in priority sectorsLIGHT INDUSTRY – food&clothes- and FURNITURE

Development of services and informatic applications, internet providers for citizens (health, administration, education, private) Development of services and applications for electronic commerce and tranzactions There are no major investments in hard&soft industry Liberalization of fixed telephonie market High potential of the offer of IT sector and of specialised services designed for companies IT & C

The situation: Industrial tradition of the region There is no utilisation of ecological technology in fabrication processes Opportunities: If this sector is more developed than it will lead/help the orizontal industries to grow Transfer of know how and good practices Ecquipment and machinery industry

  12. the future pan-european corridor: highway interregional router links: to be implemented infrastructure for touristic areas: to be improved ring routes for the urban areas: on-going electric railways: to be extended 4 airports: modenized and internationalized Goods transportation system to be eficientized Investments in priority sectors TRANSPORT

High percentaje of degraded fields, pollution of surface and subsurfaces waters, air pollution Low development of the infrastructure for collecting, recycling and valorisation of wastes There is no culture regarding the prevention of the environment polution Measures to be done: monitoring of emission and evacuation systems rehabilitation of degraded sites investments in echological technologies development of raw materials collecting base in the rural environment Awareness programmes for prevention the environment polution Prevention the environment pollution

Industrial Park of Satu Mare (field: automotive, light, furniture, IT, telecommunications and electronics) Industrial Park of Jibou (non-polution industries with high technology and services) Industrial Park of Bors (nonpoution industries and light industry) Economic Area of Cluj-West (soft production, high tehcnology, auto industry, electrocasnic industry) Millenium Bussiness Center (bussiness suport services for SME's) Marketing Agro-food Center (for storage and primar prelucrare of agro-food products) Industrial parks

Luna Ses-Borsa tourism area development – budget 15.615.324,32 Euro Modernisation and extension of cleaning station and sewerage sistems of Zalau industrial area – budget: 5.229.413 Euro Development of heating systems based on biomass in 5 touristic areas “Rumegus 2000” Investment projects in infrastructure

  17. Almost 110.450.000 Euro attracted into region, out of which around 43.450.000 Euro for the large scale infrastructure 2266 processed grant projects 567 contracted, finalized and on-going projects Main achievements of the North West RDA for the region
