Effective solutions for green urban transport – Learning from CIVITAS cities 13 September 2011 Brussels, Belgium Anne Vicenzotti, Nantes Métropole
Introduction: Some elements of context Transport and mobility in the Greater Nantes: organisation • Metropolitan area : 850 000 inhabitants • Nantes Métropole : 24 cities, 580.000 inhabitants; • Competences: • Water supply and sewage processing, • Public spaces and roads, • Economic development, • City planning, housing, • Mobility and public transport
Introduction: Some elements of context 2002-2006 CIVITAS VIVALDI 1991-2000: 1st MP 2000-2010: 2d MP New SUMP: 2010 – 2015, 2030 prospects Transport and mobility in the Greater Nantes: a continuous story 1985 1st tram line 2006 BusWay 2012-2013 7 Chronobus lines
Zone 3 – University Campus site: remodelling and accompanying measures Zone 1 – South-East area: implementation of a large scale sustainable transport strategy Transport and mobility in the Greater Nantes: CIVITAS VIVALDI Zone 2 – Vannes Road: remodelling and the realization of a main connecting point Nantes Metropole-Civitas
I. CIVITAS: focus on BusWay project A large scale sustainable transport strategy for the southeast corridor One of VIVALDI projects: (2002-2006) • Creation of new railway link between Nantes and 2 suburban cities; • Remodelling of RN801 with the implementation of a performing public transport system; • Initial situation: • Highway to the centre with more than 55 000 veh / day, breakline between districts • Scarce PT service for the area • Initial project: tram extension but: • Too expensive (135 M€ for 4 kms of new infrastructure) • Weak commercial potential (17 000 trips / day)
I. CIVITAS: focus on BusWay project A large scale sustainable transport strategy for the southeast corridor Nantes Vertou railway link: the project • Implementation of a scheduled railway link: 19 round trips each day, with a train every 20 to 30 min at peak hours; • Creation of 2 new railway stations, refurbishment of Vertou station; • Implementation of parking facilities for commuters, offering free access to PT users with season tickets • Connection with the existing urban and interurban bus stops, close to the 3 railway stations;
I. CIVITAS: focus on BusWay project A large scale sustainable transport strategy for the southeast corridor Nantes Vertou railway link: the results • Real success of the line: • Developing train usage between the outskirts and Nantes centre • Providing Southeast inhabitants with a high quality alternative to the use of private cars; Vertou – city centre in 12 min Service to a basin of population of 60 000 inhab. • A ridership x 6 between 2000 and 2007 • Viable PT alternative during the implementation of the 2d part of the project
I. CIVITAS: focus on BusWay project A large scale sustainable transport strategy for the southeast corridor Remodelling of RN801: the project Before • Opening up the Southeast urban area • Dramatic narrowing of road space to the benefit of soft modes and public transport: • Reclaimed on road parking spaces • Dedicated bus and cycle lanes • Reconnected districts: end of the highway break line allowing access to adjacent roads and public spaces; • Pacified urban landscape After
I. CIVITAS: focus on BusWay project BusWay:key elements of the system • Using the features that made the tram a success: • All modes taken into account • Dedicated lanes along virtually the entire route • Crossroads: roundabouts - priority given to the BusWay • Limited disturbance on traffic flow thanks to a specific signal system • Creation of actual stations (dwelling time optimisation, reduction of car speed, shelters, ticketing machines…) • Accessibility for all: docking (specific granite kerbs), mini exit ramp at door 2, boarding at all doors
I. CIVITAS: focus on BusWay project BusWay:key elements of the system • Intermodality - facilitate the access to the line • Restructuration of bus network, P&R car parks and interchanges (tram and bus)
I. CIVITAS: focus on BusWay project BusWay:key elements of the system Line 4 BUSWAY in figures • 7 kms • 15 stations • 6 P+R = 1263 parking spaces; • 1 main interchange station • 8 transfer stations with other network lines • 20 dedicated vehicles • 50 M€ VAT excl. for infrastructure • 9,3 M€ VAT excl. for vehicles • Commissioning on November, 6th 2006
I. CIVITAS: focus on BusWay project Before During After BusWay:key elements of the system • 18 months of works in a difficult context: traffic limited on one of the main entrance points of the town • An important dialogue and communication all along the project (about the BusWay in itself and the works – developpement of a real time information system on traffic conditions )
I. CIVITAS: focus on BusWay project BusWay:key elements of the system First results and outlooks • 24 600 passengers/day after one year operation - 28 400 now • Saturation of P&R even after extension • Tram-like modal shift • Increased frequency at peak times : from 3’30 to 3’ during peak hours since September 2010 • In the future: increased vehicle capacity (24 m buses)
II. Next steps: overall strategy Transport and mobility in the Greater Nantes: the new SUMP 4 strategic axes: Urban living centres: building the city of short distances Proximity:building quality public spaces to favour the use of soft modes and public transport; Interlinked living centres:organising mobility networks to link the different living centres Behaviour changes:supporting and encouraging citizens to adopt sustainable mobility practices
II. Next steps: overall strategy Evolution of the PT network • Main axes of evolution of the PT supply 2009 – 2014 : • An improved capacity and reliability for the tram/busway network • 2 tram-train lines by 2013 complementing the rail network on the conurbation territory (16 stations in the urban transport perimeter) • Complementary network of 7 structuring lines (Chronobus) • Improved network efficiency for local bus lines • Accounting for an increase in 2 500 000 km over the period • Rationalization of PT supply of about 1 M km.
III. The Chronobus project The future CHRONOBUS network The need to find something between regular bus and tramway/busway network • Objectives: • A very good regularity with similar travel time during and outside of peak hours. • Improved frequencies of about 5 to 8 min at peak hours and 10 to 12 min otherwise. • A good commercial speed • Operating hours similar to the tram and BusWay’s • A specific design for lines, vehicles, stations • A continuous supply throughout the year • An improved accessibility for all • Dedicated to lines with high potentiel (around 10 000 pass/day)
III. The Chronobus project The future CHRONOBUS network • Road remodelling : • Accessibility and pacified stations • Priority at all crossroads • Dedicated lanes or bus corridors • Upgrading of road capacity and structure Bus corridor Traffic calming bus station Crossroads treated as roundabout
III. The Chronobus project The future CHRONOBUS network • In addition to the 50 km of tram and BusWay network (290,000 pass./day), the 10 Chronobus lines will transport up to 100,000 passengers. • 7 lines will be commissioned between Sept, 2012 and Sept., 2013 and the 3 remaining lines after 2014.
